Minimum Qualifications EDUCATION:

· An Associate’s degree may be substituted for two (2) years of general business systems analysis experience.

· A Bachelor’s degree may be substituted for four (4) years of general business systems analysis experience.

· A Master’s degree in a related field may be substituted for one (1) year of the general business systems analysis experience

· A Certified Business Analyst Professional (CBAP) may be substituted for two (2) of the seven years of general business systems analysis experience.

MINIMUM QUALIFICATIONS:

At least eight (8) years of experience in managing projects in all phases of project management using a methodology aligned with the Project Management Body of Knowledge (PMBOK).

Experience must include the following, which may be concurrent experience:

At least one (1) year of supervisory experience. AND

At least four (4) years of experience in IT projects and in communication and change management activities, including developing strategies and tools for managing, sustaining, supporting and adapting to organizational change.

EDUCATION:

An Associate’s degree may be substituted for two (2) years of the general experience.

A Bachelor’s degree may be substituted for four (4) years of the general experience.

A Project Management Professional certification (PMP) may be substituted for seven (7) of the eight (8) years of general project management experience.

Duties Description Under the direction of the Project Manager 4 (Gr 29), the Project Assistant (Gr 25) will be responsible for managing project development for a Human Capital Management system from initiation to closeout. The primary responsibilities include, but are not limited to:

· Assisting the Project Manager 4 in collaboration with Project Business Lead, project technical team leads and stakeholders, to determine scope, goals, deliverables, resources, budget, risk and timing of deliverables;

· Developing, maintaining and monitoring master project schedule, thus ensuring project progress is within schedule;

· Tracking and reporting on project milestones and providing status reports to management;

· Developing, maintaining and monitoring the Risk Management Plan/Register, thus ensuring activities are monitored;

· Developing and maintaining the issue log; track and report on issues throughout the project life cycle;

· Leading the change management planning, including developing marketing materials. Executing change management activities related to the project;

· Communicating expectations to team members and stakeholders and acting as a mediator between technical and business project teams and consulting staff;

· Creating a project repository of project artifacts and project management templates;

· Providing feedback opportunities for the user community;

· Capturing best practices and lessons learned throughout the project;

· Research key performance indicators, implementing processes for collecting and maintaining department specific data, metrics and information needed for project management administration;

· Assisting in the development of a Request for Information, a Request for Proposal and other procurements as necessary;

· Creating a Vendor Management Plan;

· Serve as secondary liaison to vendors that will be procured as a result of the project;

· Supervise in the development and/or documentation of quality assurance standards, quality assurance metrics, and quality control activities and results;

· Provide Project Manager 4 with information regarding project status, including potential problems and security concerns; and

· Leading, coaching and motivating project team members on a proactive basis

Additional Comments PREFERRED QUALIFICATIONS:

· The ability to work independently, as well as in a team environment;

· Proficient in the use of MS Project;

· Proficient in the use of Word, Excel, and PowerPoint;

· Experience managing projects in OSC and/or NYS government;

· Familiarity with NYS procurement processes;

· Experience in risk management, including development of risk plans and mitigation strategies;

· The ability to work with others to analyze problems quickly and develop the best solution;

· Business skills including working in teams and facilitating;

· Good organizational skills, and able to set priorities when working on multiple tasks;

· Excellent interpersonal and communication (written and oral) skills (ability to have fun while getting results);

· The ability to be flexible, to adapt to change, and work well in a fast paced, participative, deadline-oriented environment with diverse assignments;

· Project management training preferably certified by the Project Management Institute
