Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent competitive status as a Health Systems Specialist 1 (EMC), G-18 or NYS employee with one year of permanent or contingent-permanent, competitive service as a Health System Specialists 1 (EMC)

Provisional appointment: New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT – Intermediate (AEMT-I) certification; and four years of administrative experience in an EMS program. Administrative experience includes work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.

Substitution: EMS experience in an ambulance service, or advanced support-first response service, may be credited on a month-for-month basis for up to two years of the required experience. College study may be substituted for up to 2 years of the required experience at the rate of 30 credit hours for 1 year of experience.

Experience in a secretarial or clerical position will not be considered qualifying. Clinical and administrative experience in an institutional or other non-pre-hospital setting such as an emergency department, hospital, urgent care facility, or medical office will not be considered qualifying.

Preferred Qualifications: Preferred Certification: Current Paramedic Certification. The preferred candidate would have a working knowledge of Public Health Law (PHL) Article 30 and 10NYCRR Part 800; be able to handle multiple diverse tasks and would have strong organizational skills and attention to detail; be able to work independently as well as part of a team in planning and implementing work-related activities; have supervisory experience; have experience in conducting investigations, reviewing complaints from the public, reviewing and evaluating various records and documentation, and experience in preparing reports for review by superiors; and have a high level of competence using the following computer programs:  Excel , Microsoft Outlook, and Word.

Duties Description As a Health Systems Specialist 1 (EMC), you would work with pre-hospital care providers, ambulance services, first response agencies and EMS course sponsors. You may administer the certification and inspection program for ambulance services and other pre-hospital medical services; investigate complaints against ambulance services, pre-hospital care personnel and EMS education training agencies; monitor compliance by certified providers and EMS training agencies; review public function and mass gathering applications; work with local, state and federal management offices to develop and implement disaster management plans and mutual aid agreements; and serve as Department of Health liaison with regional or local EMS councils and regional emergency medical advisory committees.

Additional Comments This position requires travel including areas that may not be served by public transportation.
