Salary RangeFrom $69603 to $69603 Annually
Minimum Qualifications Candidates must possess a bachelor’s degree and three years of professional research experience in an appropriate field (sociology, social sciences, public administration or closely related field); or a master’s degree and two years of such experience; or a doctorate in the appropriate field and one year of such experience.
Preferred Experience: Experience in performing quantitative data analysis, program evaluation, predictive analytics or statistical reporting using a statistical analysis and data manipulation package (such as SAS, Stata, R or SPSS), business intelligence tool, or Structured Query Language or other database access tool. Experience working with large administrative data sets is preferred, as well as working with information technology and operational staff to maintain and enhance the data infrastructure and reports needed to support data analysis and reporting functions, especially as applied to longitudinal program utilization. Experience working with NYS administrative data from emergency housing, housing subsidy and housing stabilization programs preferred. Experience or knowledge of the design and implementation of experimental and/or quasi-experimental impact evaluations is also preferred, especially as applied to housing stability and eviction prevention human services or related program areas.
Duties Description The position will be within the Office of Temporary and Disability Assistance's (OTDA) Bureau of Data Management and Analysis. Under direction from a Research Scientist 4 heading the Bureau's Program Evaluation and Data Analytics unit, the incumbent will:
• Assist with the evaluation and outcome evaluation of NYS’ housing stability and eviction prevention programs;
• Design, monitor and/or conduct experimental and quasi-experimental research to uncover appropriate program interventions and to assess the effectiveness of OTDA and related human services programs, client behavioral responses to program interventions, and Agency messaging and outreach efforts;
• Institute and apply data analytic techniques to administrative and other data related to client and local agency characteristics, programmatic assignments, administrative/policy actions, and contextual factors on key client outcomes (i.e. spell lengths and benefit levels, employment rates and economic well-being); and
• Evaluate and synthesize external research, including developments in analytic methodologies, relevant to administering human services programs.
Additional Comments A full-time, permanent, non-competitive appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
