Minimum Qualifications Bachelor's Degree in Human Resources, Public Policy, Public Administration, or a related field required.
• Five years of experience advancing diversity, equity and inclusion in a complex organization.

Duties Description

The New York State Office of Children and Family Services (OCFS) is committed to creating an environment that values diversity, promotes an inclusive culture, and provides services to the public that recognize and value diversity, equity, inclusion and cultural competence. OCFS is recruiting for a Special Assistant (Diversity, Equity and Inclusion Officer) to join its motivated and energized team to lead this critical effort.

The DEI Officer will be responsible for administering the Diversity, Equity, and Inclusion (DEI) program. Reporting to the Associate Commissioner for Human Resources, the incumbent will develop and execute the DEI strategy for the agency in partnership with OCFS Executive staff comprising the “Executive Steering Committee.” The incumbent will organize and oversee a wide range of initiatives intended to bolster and support a diverse, equitable and inclusive workplace. These efforts include, but are not limited to, recruiting and retaining a diverse workforce; creating seminars and other programming to foster a deeper understanding of relevant DEI concepts and strategies; helping to increase awareness of unconscious bias and its effects on the agency’s work; the DEI Officer will also lead the agency’s DEI sub-committees and develop goals, objectives and measurable outcomes pertaining to agency-wide DEI initiatives.

Specific responsibilities include:

• Works with executive and senior management and key stakeholders to ensure that the agency’s diversity and inclusion efforts are well-managed and moving toward intercultural competency within the agency
• Provides clearly articulated strategic guidance and support to executive and senior management and key stakeholders for diversity and inclusion considerations at both the state and county levels
• Serves as co-chair of the agency’s DEI subcommittees and coordinating the committee’s activities
• Responsible for developing the agency’s multi-year DEI Strategic Plan in concert with the Executive Steering Committee and agency stakeholders; provides annual progress report to the Commissioner and Executive Steering Committee
• Serves as the agency’s DEI liaison to the Governor’s Office and other state level workgroups
• Prepares the agency’s Quarterly DEI newsletter and works in coordination with the Public Information Office (PIO) to provide relevant educational materials and resources for agency staff
• Researches and advises agency management on diversity and inclusion issues and creates programs and training to support mission. Identifies external trends and recognizes best practices which will increase diversity among the workforce
• Prepares and builds relationships among colleagues and external partners through diversity and inclusion training
• Clearly identifies performance indicators for diversity and inclusion activities and plans and consistently evaluates outcomes via data collection and reporting
• Engages employees and leadership in relevant training sessions to identify areas where diversity and inclusion play a role in effective job performance and delivery of quality service
• Actively seeks the perspectives and ideas of employees and leaders and develops comprehensive employee training and orientation programs
• Works closely with Human Resources and Divisions to review all aspects of the recruitment, hiring and onboarding processes to assure that diversity and inclusion efforts are an ingrained part of all aspects of the hiring process
