Provisional: The candidate must have a Bachelor’s degree in Instructional Design, Adult Education or related field and five (5) years of proven experience in developing, implementing and evaluating learning solutions for adults where two years of experience are in a managerial or supervisory capacity. A Master’s degree in Instructional Design, Adult Education or a related field may substitute for one year of non-supervisory experience; a Ph.D. in Instructional Design, Adult Education, or a related field may substitute for two years on non-supervisory experience.

Duties Description The Associate Director of Training 2 (Instructional Design) will be responsible for leading the design, development, evaluation and maintenance of learning solutions for designated program areas within the agency. This role leads a team of instructional designers in the design, development and evaluation of a variety of instructionally-sound learning solutions to help program areas achieve their goals. This leader collaborates with program areas to explore innovative approaches to learning and development that create sustainable knowledge acquisition and skill building. This role is responsible for sourcing curriculum projects through internal team resources as well as with vendor partners. This role has responsibility for managing multiple projects, design and implementation of process and procedures for efficient and repeatable curriculum development practices, and development of evaluation methodologies to determine the success of their work.

Under general direction, this position will:

Lead a team of Instructional Design professionals to design instructionally sound learning solutions using industry standard methods.

Collaborate with agency partners in the identification of innovative and effective learning solutions, including competency-based solutions, for functional audiences, identifying opportunities to leverage solutions across the agency.

Establish practices and processes for consistency and quality across the curriculum development function.

Lead the design and development of learning via a variety of delivery modalities (e.g. simulations, classroom, eLearning, virtual classroom, podcast & other formal and informal vehicles) for various types of content to include product knowledge, technical, applications, process and behavioral skill development.

Oversee and manage multiple curriculum development project plans.

Work with program areas and/or vendors to identify subject matter experts for specialized curriculum needs and/or staff augmentation.

Establish an evaluation strategy for the development of curriculum to ensure compliance, effectiveness and consistent quality of the learning experience.

Lead the design and collaboration on the implementation of trainer qualification and certification programs to support curriculum.

Lead the design of a simulation-delivery approach for curriculum development.

Collaborate with internal and external partners on the development of an evaluation plan for analyzing and reporting on impact of training solutions on knowledge and skill acquisition.

Research, document, and use current trends to develop curricula, and implementing innovative and effective learning solutions that incorporate best practices and adult learning theory.

Directly supervise Associate Director of Training 1 (Instructional Design) positions.

Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
