Minimum Qualifications TRANSFER: Current NYS employee with one year or more of contingent-permanent or permanent competitive service in a title at or above Grade 27/M-2 and eligible for transfer under Section 52.6 of the Civil Service Law. PROVISIONAL: a bachelor's degree AND six years professional public health experience in a governmental public health agency or public health program that receives funding from a public health governmental agency. Of the six years required experience, two years must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures. The required professional experience must include either: Designing or implementing a public health outreach, promotion, or disease prevention program; OR Conducting disease surveillance or a disease control program. For the purposes of this recruitment, a public health program focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies. Examples of non-qualifying experience include, but are not limited to: providing clinical care in therapeutic health care facilities including public hospitals, physician's offices, supervised community-based settings or home care settings; discharge planning or utilization review; developing treatment plans for patients in community settings; regulatory oversight of health care providers to determine compliance with laws, rules or regulations; reviewing appropriateness of services for insurance companies, Medicare, Medicaid, governmental agencies or other third-party payors; or other experience limited to administrative support of public health programs such as operations management, personnel, staff development, fiscal administration, contract/grant management, budgeting or health care finance is not considered qualifying, nor is the provision of medical services to a fixed population.

Preferred Qualifications: Doctoral level degree in a public health field OR a Master’s in Public Health and 6 or more years’ experience in designing and implementing public health interventions and creating multi-sector partnerships to improve specific public health outcomes. Experience administering funding for public health programs. Knowledge of public health accreditation and core public health functions. Experience participating in national public health policy discussions. Experience in managing large committees that develop and implement policy recommendations related to public health. The preferred candidate would have progressively responsible professional work experience in the support of a large, multi-faceted public health program with excellent communication, analytical and organizational skills and ability to collaborate and coordinate activities across multiple organizational units. Supervisory experience.

Duties Description The Community Health Program Manager 2 (M3) will serve as the Assistant Director for the Office of Public Health Practice assisting the Director in providing overall leadership, direction, and oversight of the office. Serve as the lead for OPHP fiscal and administrative operations to ensure that OPHP personnel and fiscal resources are allocated appropriately and in accordance with federal and state laws, rules and regulations, and DOH policies and procedures. The Assistant Director will advise the Director on appropriate organizational structure, resources, and work environments to facilitate maximum work effectiveness and efficiency. The incumbent will lead the state funded Article 6 “General Public Health Work” program with funding to local health departments totaling $192 million including direct and indirect supervision of staff. This includes oversight of the annual quality improvement/performance incentive program for local health departments. The Assistant Director will develop and/or approve strategies designed to improve local health services. In addition to State-level responsibilities, activities include regional and local efforts with local health departments and other stakeholders to provide resources and support. The incumbent will assist the Director in the administration of the other major program areas of the office including the Public Health Information Group (surveillance, evaluation, data analytics), Training and Workforce Development (including performance improvement, accreditation and LMS), and Public Health Informatics. The Community Health Program Manager 2 will coordinate closely with the Director on high level initiatives including, strategic planning (including NYS Prevention Agenda), Public Health and Health Planning Council project support and other Governor’s and Commissioner’s priorities to improve population health. The Assistant Director will represent OPHP and Department as a spokesperson and liaison as appropriate including delivery of presentations to external organizations. In the absence of the Director, the Assistant Director assumes the duties of the Director. Direct supervision of professional and second line supervisors will be expected.
