Minimum Qualifications Provisional Promotion: DOH employee with one year or more permanent or contingent-permanent, competitive status as an Early Intervention Specialist 2 (G23) OR Open Competitive Provisional: anyone possessing a Bachelor's degree AND five years of the experience described below, two years of which must have been at a supervisory level. Experience must have included the provision of Early Intervention services to children under age five, with or at risk for disabilities, as well as services to their families. Examples of services include, but are not limited to, occupational or physical therapy, speech language pathology, and Early Intervention service coordination. Experience must have been in an approved Early Intervention program under Article 25, Part 69, of the New York State Public Health Law, and Title 10 of the New York Codes, Rules, and Regulations; or in an approved Preschool Special Education program under Section 4410, of the New York State Education Law, where the primary focus is providing Early Intervention services to children under age 5. Experience may also have been in a professional position in a public or private setting, developing, administering, and evaluating approved Early Intervention programs. An example of a professional position includes, but is not limited to, a county Early Intervention official.
Substitution: a master's degree may substitute for one year of the general experience, and a doctoral degree may substitute for an additional year of the general experience. Non-qualifying experience includes services provided to children age five or older.
Preferred Qualifications: Excellent oral and written communication skills; knowledge and familiarity with federal and State laws and regulations pertaining to young children with disabilities; administrative skills; ability to work independently and on a team to develop policy documents, requests for proposals, and training materials. Experience with programmatic oversight, providing guidance and technical assistance to program participants. Familiarity with current best practice trends in early intervention and early childhood services. Experience utilizing the New York Early Intervention System (NYEIS) and/or other state data system(s) that support case management and financial program functions. Some travel to areas not served by public transportation may be involved. Computer experience including use of Word, Outlook, PowerPoint and Excel.
Duties Description Early Intervention Specialists (EIS) administer and oversee the Statewide Early Intervention Program (EIP) for infants and toddlers with special needs and their families. The Early Intervention Specialist 3 (EIS 3) will serve in the Bureau of Early Intervention’s Information Systems and Quality Improvement Unit. The EIS 3 will have a key support role in the new Statewide Early Intervention data system and its transition to a vendor-hosted solution incorporating State Fiscal Agent, child case management and provider management functions and ensuring that federal and State statute and regulations governing the EI Program are met in the specifications. Responsibilities include: providing subject matter expertise and oversight of the business/functional aspects of the EI system, business rule implementation, general EIP policy development and implementation, fiscal processing including interface with the State Fiscal Agent, end-user training, development of testing protocols, provide program knowledge for system logic and edits as needed, system problem resolution, interface with external agencies to develop business specifications, and operational implementation. This position may also participate in policy and advisory groups at the State and local levels as well as serving as liaison with multiple stakeholder groups and may provide contract oversight. The EIS 3 will also provide direct and second level supervision.
Additional Comments Permanent, or Provisional, full-time appointment. Statewide travel, including overnights and travel to areas not served by public transportation is required. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as an Early Intervention Specialist 2, G-23. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. If a provisional appointment is made, the appointee will be required to take the next holding of the Civil Service EIS3 examination and be immediately eligible for appointment from the resultant eligible list in order to maintain continued employment in this position.
