Minimum Qualifications Reachable for appointment on the current Civil Service eligible list used for filling this title; or, one year of permanent, competitive class service as a Public Buildings Manager 2; or, one year of permanent, competitive class service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Titles eligible for transfer include but are not limited to: Assistant Engineer Mechanical.

If the existing eligible lists for this title have less than three interested candidates, we may consider applicants for provisional appointment. To be eligible for provisional appointment, candidates must either be a qualified employee of New York State and have had three months of permanent competitive, non-competitive or 55-b/55-c service as follows:
Public Buildings Manager 1, Maintenance Supervisor 1, Maintenance Supervisor 1 (Building), Maintenance Supervisor 2, Head Janitor, or Plant Utilities Engineer 2,

OR, must meet one of the following open competitive qualifications:

Either 1. five years of experience managing an occupied building with a gross square footage of at least 200,000 or a complex of occupied buildings totaling at least 250,000 square feet that MUST include the direct responsibility for building maintenance (including HVAC), minor building rehabilitation, AND one or more of the following three areas: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection. In addition, at least one of the five years MUST include supervision of service contractors or in-house staff including plumbers, electricians, carpenters and other skilled trades persons. You MUST include the square footage with your application and clearly state duties performed. Failure to do so will result in the disapproval of your application;

Or 2. an associate's degree in architecture, architectural technology, construction management, construction technology, engineering, engineering technology, facilities management, business, business administration, or public administration AND three years of experience managing an occupied building with a gross square footage of at least 200,000 or a complex of occupied buildings totaling at least 250,000 square feet that MUST include the direct responsibility for building maintenance (including HVAC), minor building rehabilitation AND one or more of the following three areas: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection. Duties Description Under the direction of the Public Buildings Manager 3, the Public Buildings Manager 2 will supervise location support staff, contract workers, and vendors in support of building operations, maintenance, assigned parking, security and special operational events.

Duties include but are not limited to the following:
•Carryout agency COVID-19 response directives such as location fit up, PPE inventory and distribution, disinfecting and cleaning as needed and staff moves to for social distancing.
•Point of contact for issues related to leases and easements, building vendor contracts, agency record storage, and fleet operations.
•Assist with NYSIF's participation in Buildsmart 2025 executive energy initiatives and other Executive Orders related to building operations, including recycling, reduction in waste and carbon neutrality.
•Assist with building related procedures for the agency, training programs, health and safety measures, and participate in the workplace violence prevention programs.
•Assist in the preparation of capital expense requests.
•Responsible for life/safety, access control, responding to alarms, and building emergencies as needed.
