Minimum Qualifications Promotion for New York State Employees- Candidate must be reachable on the appropriate Civil Service list. Candidates currently serving as a Maintenance Supervisor 4 may be eligible for reassignment. Candidates serving in a Maintenance Supervisor 3 may also be appointed by transfer on a permanent basis.
Provisional qualifications*: Promotion- One year of permanent service as Either A. a Maintenance Supervisor 3, Plant Utilities Engineer 3, or Public Buildings Manager 2;

Or B. a Building Maintenance Supervisor 2; Building Restoration Specialist; Chief Janitor; Maintenance Supervisor 1 or 2; Motor Equipment Maintenance Supervisor 3; Park Sanitation Superintendent; Plant Utilities Engineer 2; Public Buildings Manager 1; Regional Park Maintenance Supervisor; Trades Supervisor Carpenter; Trades Supervisor Electrician; Trades Supervisor Mason and Plasterer; Trades Supervisor Plumber and Steamfitter; Supervisor, General Services Grounds Operations and Horticulture 2; or Vocational Instructor 3 or 4.

Open Competitive- one year of supervisory experience with overall responsibility for a large and/or multi-building physical plant AND two additional years of supervisory experience as a second-level supervisor.

*Candidates appointed on a provisional basis must take the next holding of the Maintenance Supervisor 4 exam, pass the exam, and be reachable on the resulting eligible list to continue appointment in the Maintenance Supervisor 4 position.

Duties Description Under the supervision of Park Operations Manager 3 or other higher-level personnel, the Maintenance Supervisor 4 oversees the operation of the Long Island Regional Maintenance Department and State Park Infrastructure Fund (SPIF) crew including supervision of staff, regional maintenance department facilities, and equipment. The Maintenance Supervisor 4 also responds to maintenance needs requested by park and site managers and other regional staff, emphasizing safety, high quality work, timely completion of projects, and good communication.


- Plan, supervise, and provide technical direction to the maintenance staff of the Long Island Regional Maintenance unit and SPIF crew, which consists of a combination of skilled, semiskilled, and relatively unskilled employees. The maintenance unit consists of over 80 permanent employees, as well as long-term seasonal employees, and seasonal employees that work from April to October.

- Assist in the preparation of the annual budget by recommending budget requirements for the facility's maintenance programs including staffing, materials, and equipment needs.

- Inspect park facilities to determine maintenance needs and recommend projects based on findings.

- Consult with and advise park management on the feasibility and possible alternatives to proposed projects and equipment purchases.

- Review maintenance requests, and as required visit the project site to confirm the nature and extent of maintenance requested and to determine such information as dimensions and the materials, equipment, and labor required to complete the project.

- Assign staff to the project providing instructions including such documents as technical manuals, blueprints, specifications, and plans.

- Meet with trades supervisors involved in a project to coordinate and schedule work to be performed to ensure the effective use of labor and material and that the project will be completed on schedule.

- Prepare, implement and enforce a preventive maintenance program.

- Observe and inspect work while in progress and when completed to ensure the proper use of materials and equipment, workmanship, and that regulations and codes are followed, schedules are met, and work is performed according to plan.

- Inspect work performed by outside contractors to insure conformance to project plans and specifications.

- Order or direct the ordering of materials and equipment.

- Maintain written records of work performed and completed and accounts for labor and materials used.

- Periodically prepare standard written evaluations of work performance of subordinate employees.

- Implement and enforce safety procedures and standards for all facility maintenance operations.

- Monitor the clerical activities related to the centralized maintenance program to ensure that work orders are properly and accurately prepared, that records and reports are maintained and filed, and review completed work requests to determine if time standards and job estimates were met.

Candidates must possess effective communication skills and have the ability to understand written and/or verbal material and instructions.
Daytime, weekend, holiday and evening work is required.
Candidates must possess and maintain a valid NYS driver’s license as a term and condition of employment.
Candidate is expected to have proficiency in Excel, Word and Microsoft Outlook.
Candidates may be required to report to other facilities on an as needed basis.
