Minimum Qualifications Candidates must have a bachelor’s degree and three years of relevant experience* conducting government investigations. Experience in the utility, energy, water, telecommunications or other related regulatory sectors, as well as a Juris Doctor (J.D.) and investigative experience are strongly preferred.
*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Duties Description The Investigator 1, NS=23, will be assigned to the Office of Investigations and Enforcement within the Office of General Counsel of the Department of Public Service (DPS). Reporting to the Senior Investigator, the incumbent will be responsible for managing their assigned caseloads and independently conducting investigative activities. Specific duties will include, but not be limited to the following:
• Performing a wide variety of compliance, enforcement and regulatory investigative activities, pursuant to Public Service Laws and the regulatory obligations of DPS, in order to gather information and report facts.
• Reviewing assigned cases and complaints from the public to determine the section of law, rule or regulation that applies and identifying the issues and the types of information needed.
• Planning the scope and method of investigation based on DPS policy, the accessibility of the information, and the importance of the case.
• Meeting with and interviewing witnesses, complainants, proprietors, utility staff and others to obtain information relating to the investigation, and taking statements from individuals in an appropriate format, taking care to include a full description of the facts needed to support the investigation.
• Developing leads and conducting surveillance work and document findings.
• Obtaining and safeguarding evidence according to DPS procedures.
• Conferring with law enforcement and other entities to convey and obtain information relevant to an investigation and developing and maintaining rapport to ensure mutual cooperation in the conduct of investigations.
• Participating in joint agency operations targeting patterns of non-compliance or violations by regulated entities.
• Preparing factual written reports of information gathered during an investigation and discussing investigative findings and recommendations with Senior and Chief Investigators and program area technical experts.
• Recommending appropriate courses of action consistent with findings and agency policy and practices.
• Assisting with witness preparation and fact and evidence development during trials.
• Testifying at administrative proceedings or in court regarding the details of investigations and related conclusions.

Additional Comments Salary will be commensurate with experience. The primary location for this position is Albany, NY with up to 15% travel. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
