Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Educational Testing.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

55 b/c Appointment: This position is eligible for 55 b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55 b/c eligibility letter.

Section 70.4 Transfer: A candidate may be eligible for nomination for Section 70.4 transfer to Assistant in Educational Testing if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 20 or higher.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have a Master’s degree AND three years of the qualifying experience OR a Master’s degree or higher in psychometrics, statistics, educational research, school counseling, guidance counseling, tests and measurement, or psychology, AND two years of the qualifying experience. Provisional candidates must take the examination for Assistant in Educational Testing when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Qualifying Experience: Experience in a position in which the majority of your duties involved developing, analyzing, or constructing large-scale tests and/or large-scale scoring rubrics, administering various aspects of a large-scale testing program on a professional level, such as the review, analysis and interpretation of test score data, the development, review and editing of examinations, test manuals, and other test materials or reviewing or re-rating open-ended responses are qualifying.

Non-Qualifying Experience: Experience in constructing or administering tests for individual classroom or school district use, experience limited to editing tests, experience in Software testing, and experience in the assessment of mental or physical health are non-qualifying.

Duties Description The New York State Education Department (NYSED) Office of the Profession’s (OP) is seeking candidates for an Assistant in Educational Testing position in the Division of Professional Licensing Services’ Professional Examinations Unit. Duties will include various functions and responsibilities necessary for the ongoing use of professional examinations for New York State licensure, including but not limited to the following:

• Write and edit test questions and select test forms with the State Boards, maintain and expand electronic item banks, and conduct item writer training sessions;
• Generate test keys and scoring directions, perform statistical analyses and present results to State Boards, assist State Boards in cut score determinations, and devise cut score formulas;
• Write job analysis surveys and analyze results;
• Approve candidate score reports before release, and work with outside test vendors to ensure the secure electronic transfer of test results into new E-licensing system;
• Assess the appropriateness of regional/national tests along with their test development procedures to determine suitability as licensing instruments, and conduct periodic evaluations with the State Boards of tests currently used in the licensing process;
• Assist in the RFP process, draw up wording of technical exam matters in contracts, and work with internal offices to finalize agreements for use of professional examinations;
• Administer reviews of professional examinations with the unit;
• Handle inquiries from candidates and other interested parties on professional examinations, policies, and procedures, and inform reasonable accommodations candidates of Unit procedures for approval; and
• Monitor and respond to test administration reports from professional licensing examination holdings, and advise internal and external offices on response to incidents of breached test security and candidate misconduct.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Assistant in Educational Testing when it is next offered, and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.
