• HR professional certification(s)

Duties Description The incumbent is responsible for management of the NYSTRS HR program, including labor and employee relations, recruitment, compensation, benefits administration, training, labor law compliance, civil service administration, policy development and implementation and HR information systems.

The following are essential functions:
• Oversee development and administration of employee benefit programs, including health and dental insurance, EAP, flexible spending. (10%)
• Negotiate and administer the union contract and maintain constructive working relationship with union. (15%)
• Ensure System compliance with various Federal and State employment laws, including FMLA, COBRA, ADA, NYS Human Rights, Taylor Law, Title VII, Civil Service, FLSA, etc. (5%)
• Problem solve and mediate workplace disputes. (10%)
• Consult with department managers on various workplace issues, including employee counseling/discipline. (5%)
• Oversee the development and maintenance of organizational staffing structures to meet the operational goals and objectives of the System and oversee processes to recruit and select staff. Includes managing the Civil Service system to best meet organizational needs. (20%)
• Oversee training and organizational development programs, including assessing needs. (10%)
• Recommend, develop, implement and administer workplace policies. (5%)
• Evaluate and recommend strategies and improve system’-wide organizational effectiveness. (5%)
• Evaluate procedural and technology solutions to continually improve the Human Resource function. (5%)
• Supervise HR staff. (5%)
• Oversee development and administration of Department budget and business plan.(5%)
The following are non-essential functions:
• Oversee employee programs, such as Service Awards, Employee of the Year, etc. (2%)
• Miscellaneous administrative matters, such as assisting in preparing data for Budget & Planning Department at budget time. (3%)

Additional Comments THIS IS NOT A REMOTE WORK POSITION.
This position does not come under the jurisdiction of the Department of Civil Service. It comes under the Manager/Executive Plan. New appointees to Manager/Executive Plan positions must serve a one-year review period. If you are currently employed by NYSTRS in a Confidential or Negotiating Unit position, you will be granted leave without pay from your current position while you are serving the review period. Upon successful completion of the review period, the hold on your current position will be discontinued and you will no longer have any rights under Civil Service.
