Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.

55b/c Appointment: These positions are eligible for 55b/c designation and are subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department (NYSED) is seeking candidates for an Administrative Specialist 1 position in the Office of Counsel. Duties of this position include, but are not limited to, the following:

• Manage the receipt, filing, and assignment of the hundreds of administrative appeals received by NYSED, including appeals to the Commissioner of Education under Education Law Section 310, appeals of determinations regarding certificate holders’ moral character under Part 83 of the Commissioner’s Regulations, and appeals of denials of job clearance under Part 87 of the Commissioner’s Regulations;
• Assist individuals who are seeking information and guidance on the procedures for filing an appeal to the Commissioner of Education pursuant to Section 310 of Education Law;
• Process all physical and electronic correspondence regarding administrative appeals, including new appeals, appeal pleadings, and incomplete appeal submissions;
• Assist petitioners and respondents by evaluating and processing requests for extensions on time-sensitive pleadings;
• Perform additional duties and administrative functions, as needed; and
• Supervise lower level professional and clerical staff, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or work experience will be required at the time of interview for all candidates. Filling of this position is contingent upon Division of the Budget approval.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Administrative Specialist 1, SG-18. The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $42,986 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $71,980 based on annual performance advances.
