Section 70.4 Transfer: Candidates may be eligible for nomination for Section 70.4 transfer to Human Resources Specialist Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list.
Duties Description The New York State Education Department’s (SED’s) Office of Human Resources Management (OHRM) is seeking candidates to fill a Human Resources Specialist 1 position. The OHRM provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of Education Policy (including P-12 and Higher Education), the Office of Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer. Duties of this position include, but are not limited to, the following:
• Work closely with and develop relationships with program managers and supervisors to address employee performance issues and concerns;
• Ensure compliance with SED and OHRM policies and procedures, negotiated agreements, Civil Service Law, Rules and regulations, and related laws that govern a variety of employment and employee actions;
• Administer the various negotiated union agreements governing employment within SED, and conduct grievance hearings to resolve disputes concerning the terms and conditions of employment;
• Conduct investigations into potential employee misconduct and/or incompetence by obtaining witness statements, gathering evidence, conducting interrogations, drafting disciplinary charges, and taking other action as necessary;
• Review and conduct agency level panel meetings associated with performance evaluation appeals as a representative of the employer;
• Support the Bureau of Labor Relations in preparation of and at disciplinary hearings;
• Review unemployment insurance claims and appear at any associated hearings as a representative of the employer; and
• Complete specials projects as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required for all candidates at the time of interview.
The salary listed above applies to candidates appointed to Human Resources Specialist 1, salary grade 18. The hiring rate for candidates appointed to Human Resources Specialist Trainee 1 starts at $47,039 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
*Leads to a maximum salary of $73,259 based on annual performance advances.
