Minimum Qualifications MINIMUM QUALIFICATIONS:

A bachelor’s degree awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.

Duties Description STANDARD DUTIES:

The incumbent will serve as a Personnel liaison within the Recruitment Unit to provide assistance, advocacy, guidance and advice on all facets of recruitment, classification, and examination planning. The incumbent will perform a wide range of classification and recruitment activities in accordance with Civil Service Law, Rules and Regulations, policies and procedures, including but not limited to:

• Preparing agency classification requests and supporting justifications for new positions.
• Conduct position recruitment.
• Collaborate with program area representatives to find solutions for hard to recruit titles and/or locations.
• Prepare and review job postings, posting results, eligible list candidates’, and nominated candidates for appointment.
• Provide guidance and assistance to program staff regarding appointment, promotion, transfer, and status of employees.
• Reclassifications, reallocations, earmark releases, and other classification and compensation matters.
• Evaluate candidate eligibility for transfer, reinstatements, eligible list and other types of appointments.
• Participate in examination planning and development activities.
• Serve as a liaison with control agencies and other organizations as required.
• Prepare routine correspondence and reports.
• Assist in the resolution of various staffing issues.
• Conduct out of title work grievances; and participate on special projects as needed.
