Minimum Qualifications A Bachelor’s Degree in Human Resources, Public Policy, Public Administration, or a related field, and seven years of experience in advancing diversity, equity and inclusion in a complex organization.
The ideal candidate for Chief Diversity Officer (Special Assistant) would have:

Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) is committed to creating an environment that values diversity, promotes an inclusive culture, and provides services to the public that recognize and value diversity, equity, inclusion and cultural competence. OPWDD is recruiting for a Chief Diversity Officer (Special Assistant) to provide agency-wide leadership on agency polices, programs, and initiative to enhance and improve the agency’s commitment to diversity, equity, and inclusion values and goals.

The Chief Diversity Officer (Special Assistant) will be responsible for overseeing the Diversity, Equity, and Inclusion (DEI) program. Under the general direction of the Executive Deputy Commissioner, the incumbent will develop and execute the DEI strategy for the agency in partnership with OPWDD Senior Leadership staff. The incumbent will organize and oversee a wide range of initiatives within the new office of Diversity, Equity and Inclusion intended to bolster and support a diverse, equitable and inclusive workplace. These efforts include, but are not limited to, recruiting and retaining a diverse workforce; creating seminars and other programming to foster a deeper understanding of relevant DEI concepts and strategies; helping to increase awareness of unconscious bias and its effects on the agency’s work; the Chief Diversity Officer (Special Assistant) will also lead the agency’s DEI sub-committees and develop goals, objectives and measurable outcomes pertaining to agency-wide DEI initiatives.

Specific responsibilities include:

• Work with executive and senior leadership and key stakeholders to ensure that the agency’s diversity and inclusion efforts are well-managed and moving toward intercultural competency within the agency;
• Develop strategic DEI guidance and support to executive and senior leadership and key stakeholders for diversity and inclusion considerations at both the state and local levels;
• Responsible for implementing the agency’s multi-year DEI Strategic Plan in concert with the executive leadership, senior managers, and agency stakeholders; and provide annual progress report to the Commissioner and executive leadership;
• Serve as the agency’s DEI liaison to the Governor’s Office and other state level workgroups,
• Prepare the agency’s DEI employee communications, working in coordination with the Public Information Office (PIO) to provide relevant educational materials and resources for agency staff on a regularly scheduled basis;
• Research and advise agency management on diversity and inclusion issues and create programs and training to support program goals;
• Identify external trends and recognize best practices to increase diversity among the workforce;
• Identify performance indicators for diversity and inclusion activities and plan and evaluate outcomes via data collection and reporting;
• Engage employees and leadership in relevant training sessions to identify areas where diversity and inclusion play a role in effective job performance and delivery of quality service;
• Seek the perspectives and ideas of employees and leaders and assist in the development of comprehensive employee training and orientation programs related to DEI; and
• Work closely with Workforce and Talent Management to review all aspects of the recruitment, hiring and onboarding processes to ensure that diversity and inclusion efforts are an ingrained part of all aspects of the recruitment, selection hiring processes.
