Minimum Qualifications MINIMUM QUALIFICATIONS:

Workforce Programs Specialist Trainee 1: A bachelor’s degree*;
Workforce Programs Specialist Trainee 2: A bachelor’s degree * AND one year of professional experience** as described below;
Workforce Programs Specialist 1: A bachelor’s degree * AND two years of professional experience** as described below.

** Bachelor’s degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.

*Professional experience must have been where your duties involved assisting unemployed or under-employed individuals in obtaining and maintaining employment while performing one or more of the following activities:

• Developing and implementing plans for proposals to deliver workforce development and training programs;
• Evaluating, monitoring or administering workforce development and training programs;
• Managing contracts and budgets for workforce development and training programs, which must include development, negotiation, execution, fiscal management and monitoring or program review;
• Determining eligibility for public assistance; or
• Assessing applicants for, or receipts of, welfare employment program benefits to identify and remove barriers to self-sufficiency.

NOTE: Professional experience in workforce development programs is defined as experience where at least 50% of your duties involved assisting unemployed or under-employed individuals in obtaining and maintaining employment.

Note: Candidates on the Professional Career Opportunities (PCO), Professional Career Opportunities-Diversity Management Option (PCO-DMO) or the Department of Labor Public Administration Traineeship Transition Program (PATT) Civil Service eligible lists are encouraged to apply.

PREFERRED QUALIFICATIONS: Ability to initiate and maintain relationships across a diverse set of stakeholders.

Duties Description STANDARD DUTIES:

The Workforce Programs Specialist 1/Trainee will:

• assist in the development, monitoring, and management of workforce development and training programs, contracts and proposals, including the review of contractual data, contract modifications expenditure tracking, voucher processing, collaboration with field monitoring staff and Business Services staff and routine ad hoc reporting;
• prepare detailed analysis as needed and provide technical assistance and guidance to contractors, program operators, workforce development partners, and other agencies to ensure compliance with applicable laws and regulations;
• review and analyze pending and enacted federal and State legislation, federal regulations, as well as technical advisories and bulletins.

Additional Comments This position may be filled at a trainee level. Upon successful completion of the trainee 1 level the employee will be advanced to the trainee 2 level; upon successful completion of the trainee 2 level the employee will be advanced to full title. Advancement through the traineeship is based on the employee’s performance and continuation of funding.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
