Minimum Qualifications A bachelor’s degree and three years of experience in horticulture, forestry, plant pathology, botany, entomology, environmental studies/plant science, or a biological science primarily related to the scientific study of plants or animals. One of the three years of experience must include working in audit-based programs, analyzing trends in data, and conducting investigations in coordination with regulatory agencies.

Division of Plant Industry Summary:
The Division of Plant Industry is responsible for maintaining plant health by detecting and preventing the spread of diseases and harmful invasive species, promoting integrated pest management, regulating the sale of seed and fertilizers, and ensuring the health of honey bees. The Division conducts inspections of nurseries, orchards, greenhouses, sawmills, apiaries, and transportation pathways to identify threats to the plant industry in New York State and has the authority to establish quarantine areas when warranted.

Job Summary:
The New York State Department of Agriculture and Markets is seeking interested candidates for a Horticultural Inspector 2 (Industrial Hemp) in Albany, NY. This position will be responsible for training and monitoring industrial hemp inspection and compliance activities of the Horticultural Inspector 1’s assigned to the program; Assistant Horticultural Inspectors assigned to the program and for the training, certification and oversite of private hemp samplers operating throughout the state. The Horticultural Inspector 2 (Industrial Hemp) will also coordinate communication with private labs and the New York State Food Lab on industrial hemp compliance samples.
Specific Duties and Responsibilities include but are not limited to:
• Coordinate regulatory samples and monitor the results of lab analysis;
• In cooperation with the Horticultural Inspector 3 (Industrial Hemp) direct field staff on hemp inspection and compliance activities;
• In cooperation with the Horticultural Inspector 3 (Industrial Hemp) ensure that inspection and compliance activities in the field are in line with current state and federal policies;
• In cooperation with the Horticultural Inspector 3 (Industrial Hemp) and division management set inspection priorities and identify timeframes for completion of assignments;
• Serve as the primary trainer for private hemp samplers in the state. Assess the proficiency of private hemp samplers. In cooperation with the Horticultural Inspector 3 (Industrial Hemp) and division management implement audit programs in the industrial hemp program designed to identify fraudulent activity. Serve as the primary lab contact and maintain oversite and communication with private labs providing testing services to the hemp industry in New York State;
• Map, or otherwise illustrate hemp production sites around the state. Maintain data necessary to generate lists, maps and oversee response to FOIL requests related to the hemp program;
• Schedule compliance activities as warranted, arranging for all necessary oversight, communication, and outreach in a geographic area;
• Provides all required reports to the Horticultural Inspector 3 (Industrial Hemp) and division leadership in a timely manner;
• Meet regularly with staff to provide leadership; and
• Work cooperatively with all partner agencies including local law enforcement agencies, New York State Office of Cannabis Management and the USDA, Agricultural Marketing Service Hemp Program NYS OPRHP, NYSDEC, USDA, APHIS PPQ and others as appropriate.
