Minimum Qualifications A bachelor’s degree and four years of experience in horticulture, forestry, plant pathology, botany, entomology, environmental studies/plant science, or a biological science primarily related to the scientific study of plants or animals. One of the three years of experience must include working in audit-based programs, analyzing trends in data, and conducting investigations in coordination with regulatory agencies.

Division of Plant Industry Summary:
The Division of Plant Industry is responsible for maintaining plant health by detecting and preventing the spread of diseases and harmful invasive species, promoting integrated pest management, regulating the sale of seed and fertilizers, and ensuring the health of honey bees. The Division conducts inspections of nurseries, orchards, greenhouses, sawmills, apiaries, and transportation pathways to identify threats to the plant industry in New York State and has the authority to establish quarantine areas when warranted.

Job Summary:
The New York State Department of Agriculture and Markets is seeking interested candidates for a Horticultural Inspector 3 (Industrial Hemp) in Albany, NY. This position will plan and manage all registration, inspection, sampling and response and compliance activities relative to industrial hemp production in NYS and serve as the policy lead on all hemp and cannabis issues within the division and the department. The position will also integrate and coordinate highly complex program policy systems and procedures within the Division and with Federal and State counterparts including the USDA, Agricultural Marketing Service, and the State Office of Cannabis Management., and represent the division, department, and hemp program to stake holders including growers, municipal officials, and the general public.
Specific Duties and Responsibilities include but are not limited to:
• Coordinate and supervise the Hemp program by formulating and documenting standardized registration, inspection sampling and compliance procedures;
• Review applications and reports to ensure statewide consistency of inspection and enforcement activities;
• In cooperation with the Horticultural Inspector 2 (Industrial Hemp) assigned to the program direct staff to take appropriate regulatory action;
• Makes recommendations to improve program effectiveness;
• Plan and Coordinate training activities for field and office staff;
• Directly supervise field staff on special projects and problems, assisting the United States Department of Agriculture (USDA) in implementing regulatory actions;
• Coordinate the consumer complaint program;
• Represents the Industrial Hemp program to industry and consumer groups;
• Represents the state/agency at the National Hemp Regulators Group;
• Performs administrative activities in support of program activities;
• Design and implement a training and audit program for certified hemp samplers in NYS;
• Design and implement a lab registration/oversite program to support private labs offering regulatory testing services for THC;
• Advise executive staff on the state of the hemp industry and necessary policy changes to keep pace with regulatory status federally or in other states;
• Manage recordkeeping systems to support the data management needs of the division and the program;
• Interact with appropriate technical staff to keep Information Technology Systems adequate for agency needs; and
• In cooperation with program staff, legal staff, executives, and stakeholders coordinate the state hemp policy and keep all regulations, guidance documents and procedures updated and relevant.
