Minimum Qualifications Candidates who have one year of permanent service as a Human Resource Specialist 1, or who are eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 18 level are eligible to apply.

Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Human Resources Specialist 1, Grade 18, position in the Center for Human Resources Management, Bureau of Employee Relations.
Under the general direction of the Associate Director Human Resources 2 Labor Relations, the incumbent will participate in OMH’s effort for the statewide initiative to reduce workers’ compensation injuries and leaves along with the associated costs. They will assist in the development of best practices and procedures for effective handling of workers’ compensation claims and will train facility staff in proper leave management. Duties include but are not limited to the following:
• Administers activities related to the Workers’ Compensation program; gathers all information pertaining to work related accidents; reviews accident information and closes out accident information in NYBEAS/ARS and HRMS; processes system reports for the State Insurance Fund (SIF); completes the annual USDOL Survey on Occupational Injuries & Illnesses and the Leave Donation Program; completes personnel transactions; communicates both orally and in writing with both employees and SIF representatives about the employee’s workers’ compensation status and handles requests for Employee Health Services (EHS) examinations if necessary.
• Provides technical guidance to OMH facilities related to the administration process for employee leaves (FMLA, Sick Leave at Half Pay, Paid Family Leave, etc.); gathers required documentation; reviews benefits eligibility; verifies accruals and works with the OMH Time & Attendance Liaison to process the appropriate time sheets; communicates with employees both orally and in writing about their leave benefits; updates the status report on leaves; and ensures timely additions and removals from the payroll.
• Serves as liaison to Department of Civil Service Employee Benefits Division, GOER Attendance & Leave Unit, and the State Insurance Fund (SIF).
• Provides assistance to the Human Resources Specialists located in our 24 facilities related to issues with workers’ compensation and employee leaves and special projects as assigned.

Additional Comments Appointment to this position is contingent upon Division of Budget approval to fill.
