Minimum Qualifications Non-Competitive: Seven years of experience in the review, investigation, and/or evaluation of
compliance with equal employment opportunity laws, rules and regulations; in the planning,
development, implementation, and review of programs dealing with equal employment
opportunity, human rights, affirmative action, minority business program coordination, and/or
labor relations directly relating to affirmative action; or in the development and administration of
programs designed to facilitate minority community access to employment or business
opportunities in the public and private sector. One year of this experience must have been at a
supervisory level. A bachelor’s degree may substitute for four years of the non-supervisory
experience. A master’s degree may substitute for one year of the non-supervisory experience.
Duties Description Under the supervision of the Contract Audit Bureau Director, and oversight from the Director of
the Office of Diversity and Opportunity, the incumbent of this position will administer the
Federal Disadvantaged Business Enterprise (DBE) Certification program. The incumbent will
supervise DBE certification analysts and program support staff. Specific duties include but are
not limited to:
• Monitor processing of new and out-of-state DBE applications within time periods
specified in the Federal DBE regulations.
• Monitor processing of no change affidavits within 30 days of original certification
anniversary date.
• Monitor processing of certified firms’ request for expanded work codes.
• Review, evaluate, and address DBE Certification Eligibility Complaints, including
coordinating with investigate agencies as necessary.
• Coordinate with the certifying partners in the New York Unified Certification Program
(NYSUCP) as necessary to ensure appropriate and uniform implementation of Federal
DBE regulations and the NYSUCP Memorandum of Understanding.
• Conduct presentations for DBE Certification outreach and other purposes as needed
• Coordinate, in conjunction with the CAB Director, with existing software vendor to
address service issues, improvements, and other matters as necessary.
• Identify and develop, in conjunction with the CAB Director, monitoring reports
necessary for performance management
• Occasional travel may be required.
• Responsibilities may include serving a role within the Incident Command System to
support the Department response to regional and statewide emergency situations.
