Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Program Research Specialist 4 (Economics Finance). Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Program Research Specialist 4 (Economics Finance) position in the Office of Educational Management Services. This Office provides technical assistance and oversight regarding the management of New York State school districts and BOCES and their use of education resources. Specific areas of responsibility include district management services, pupil transportation, BOCES, school district organization, Contracts for Excellence, district budget data and Regents State Aid Proposal development. Additionally, this Office provides support for legislative and regulatory initiatives as well as guidance on required reporting and timelines including but not limited to property tax caps, budget notices, tax freezes, and administrative salary disclosures. The incumbent of this position will direct research analysis and evaluation, present observations, findings, and recommendations. Duties of this position include, but are not limited to, the following:
• Provide support for the Smart Schools Bond Act program;
• Provide research, support, and technical assistance to districts on the Regents State Aid Proposal, school district fiscal stress issues, implementation of best practices in fiscal management and budgeting and fiscal and programmatic issues as they arise;
• Design, develop, and oversee the maintenance of a network or information systems to support and document policy initiatives with a fiscal component;
• Lead research and analysis on school district operations and management issues to support the development of policy initiatives of the Board of Regents, Executive Branch and Legislature that have a fiscal or school operations component;
• Implement programs resulting from legislation or regulation with sensitivity to the legal and operational environment faced by school district administrators; and
• Collaborate with internal groups and other State agencies with fiscal oversight responsibility over local school districts and BOCES, including the Office of State Comptroller, Division of Tax and Finance and the Division of Budget.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
