Duties Description The Office of General Services (OGS) is seeking an experienced, energetic, innovative HR Professional to expand personnel services. Under the direction of an HR Specialist 2, the incumbent will manage an eligible list unit and be responsible for a wide range of personnel activities for OGS and its hosted agencies. Duties will include, but not be limited to:

• Manage eligible list and reemployment list generation, email and hard copy canvassing, coding, acceptor’s lists, and records retention across all titles, shifts, and locations for OGS and its hosted agencies.
• Oversee creation and distribution of waiver information, clearance codes, appointment end date reports, and other critical information used by Human Resources Management for personnel action.
• Facilitate timely management of multiple shared mailboxes used for correspondence with eligible list and posting applicants.
• Utilize Excel, Access, various Civil Service systems, and SharePoint for eligible list management and tracking.
• Perform full range of supervisory responsibilities, including workload management, guidance, and training to eligible list unit staff.
• Manage all personnel activities including staffing, recruitment, appointment processes, guidance to agency employees on human resources management, classification, compensation, and examination planning for assigned program areas, ensuring adherence to Civil Service Law, Rules, and Regulations.
• Facilitate pro-active discussions with programs for organizational and succession planning and manage all personnel activities for assigned program areas; ensuring adherence to Civil Service Law, Rules, and Regulations.
• Respond to inquiries from managers and employees in program areas regarding personnel issues.
• Research, analyze, and advise on recruitment, classification, and compensation strategies for difficult to recruit positions and unique staffing needs.
• Monitor the status of items and employees and recommend appropriate actions.
• Generate correspondence to Civil Service for approval of staffing, classification, and compensation requests.
• Participate in college outreach activities, including attending job fairs and maintaining communications for information sharing.
• Provide information and guidance for the probation and performance evaluation processes.
• Assist program managers and supervisors in dealing with employee issues.
• Liaise with the Business Services Center, Governor’s Office of Employee Relations, and Civil Service as needed.
• Assist in the development of HR procedures and special projects.
• Perform other personnel tasks, as required.
