Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as an Auditor 1; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 12 and above and eligible for transfer under 70.1 or 70.4* of the Civil Service Law. **

Note: All transfer candidates must possess 24 credit hours in accounting and/or auditing. Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

*70.4 Transfer: Candidates must have one year of permanent competitive or 55b/c service at the SG-12 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.

Duties Description Under the supervision of an Auditor 2, the Auditor 1 will be tasked with fiscal monitoring of grantees receiving federal and state funded grant contracts throughout New York State, including counties, other local jurisdictions, and not-for-profit organizations. Additional duties may include the following:
• Develop and administer a fiscal monitoring program that will provide a reasonable assurance that grant funds are in compliance with federal and State financial management requirements.
• Ensure grantee compliance with 2 CFR Part 200 Subpart F – Audit Requirements. Obtain and review Single Audit Reports as required.
• Track Single Audit Report findings and fiscal monitoring issues of grantees to identify trends and address problem areas.
• Identify and provide technical assistance to grantees.
• Ensure corrective action from previous fiscal monitoring reports, audits, or from any other sources that require such follow-up.
• Review the adequacy of internal controls and the reliability of the grantee’s financial management system as they relate to the contracts.
• Help to ensure that the grantee meets the terms and conditions of the contract(s), as they relate to fiscal goals or requirements.
• Help to ensure that amounts reported are accurate, allowable, supported by documentation and properly allocated.
• Previous audit or monitoring experience and strong writing skills are preferred.
• Position requires 40% travel, some of which may be overnights.
• Ability to speak comfortably with various group sizes and levels of professionals.

Operational Needs:
• Possession and maintenance of a valid Driver’s License issued by the New York State Department of Motor Vehicles.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
