Minimum Qualifications MINIMUM QUALIFICATIONS:

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-2 (SG-26/27) or higher eligible to transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For a provisional appointment, candidates must have a Master’s degree in education or other field related to education, New York State permanent or professional teaching certification, AND six years of teaching, instructional support, and/or administrative experience in a P-12 educational program or organization. This experience must include providing leadership and/or professional development in the area of educational technology. Two years of this experience must have been in an instructional support, administrative, or other educational management position outside of a P-12 classroom teaching position. A doctorate in an education-related field may substitute for two years of the general experience. It does not refer to or include the actual teaching of technology courses.

• Active affiliation with professional organizations related to educational technology, reading professional publications, and maintaining personal networks.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Coordinator, Technology Policy position in the Office of Educational Design and Technology. This Office coordinates programs and initiatives that promote the effective integration of technology in educational environments statewide to improve teaching and learning. Duties of this position include, but are not limited to, the following:

• Advise senior leadership on best practices in technology integration for education, innovative professional development for teachers and administrators in technology integration, and the criteria and expectations for learning technology tied to the learning standards;
• Advise senior leadership on effective uses of technology in achieving the Regents’ and Commissioner’s goals and policy directives;
• Set policy direction for the most effective use of technology in enhancing teaching and learning;
• Provide leadership to align technology resources of NYSED, including digital content, digital networks, and the capacity of individuals to use digital tools and systems;
• Coordinate State and federal funding to promote effective use of technology to close performance gaps and assure access to educational technology throughout NYSED;
• Coordinate the development of policies, strategies, and resources to systematically implement a comprehensive Statewide Learning Technology Plan aligned to the Regents’ goals;
• Support Statewide virtual learning initiatives creating regulation and policy guidance to support awarding credit through online and blended courses and coordinating professional development and strategic initiatives to build capacity and support for a statewide online and blended learning infrastructure;
• Coordinate the development of statewide programs, including grant funded programs and technical assistance to schools, related to educational technology;
• Maintain an ongoing dialogue with the BOCES, BOCES Regional Information Centers, districts, unions, professional associations, and other stakeholder groups to ensure the alignment of State and local initiatives in educational technology;
• Present information and maintain expertise in trends and best practices on educational technology at public forums; and
• Supervise staff as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. Provisional candidates must take the examination for Coordinator, Technology Policy when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and work experience will be required at the time of interview for all candidates. This position will require 5% Statewide travel.

* Leads to a maximum salary of $128,142 based on annual performance advances.
