Section 70.4 Transfer to Administrative Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) or the Professional Career Opportunities (PCO) eligible list AND possess a Bachelor’s degree.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Administrative Specialist 1 position in the Office of Special Education (OSE). This Office works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools, serves New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Supervisor, Education of Children with Disabilities, the incumbent of this position is responsible for activities to ensure NYSED compliance with the federal Individuals with Disabilities Education Act (IDEA). Duties of this position include, but are not limited to, the following:

• Review project proposals, program applications, reports, and applications submitted by local agencies or approved private schools and preschools for completeness and compliance with federal and State requirements;
• Communicate with stakeholder groups, Local Education Agencies, Boards of Cooperative Educational Services, or individuals to gather or verify information, track correspondence and follow-up;
• Coordinate logistics for large scale meetings;
• Assist in the administration of the Freedom of Information Act (FOIL) in accordance with the law, and respond to a large volume of requests;
• Manage OSE mailboxes, and research and respond to inquiries;
• Compile data from various sources, including extracting data stored in database tables to create files for request and reporting requirements, and compiling data and preparing reports required to meet the OSE obligations under IDEA;
• Utilize data-management software to merge data sets, perform queries and create tables;
• Utilize SEDMON to create, manage and assign surveys, provide technical assistance to providers and staff regarding Preschool Policy Unit surveys;
• Maintain office Access database and Excel form files needed for program administration;
• Review and analyze data, and assist in the development of reports;
• Prepare work products, including charts and tables, for internal reports and publicly facing material, and research questions from NYSED staff, the public, and officials from other agencies, and
• Train office staff in procedures and resolutions of work problems, and collaborate with individuals from NYSED program offices, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating unit may affect their salary, insurance, and other benefits. Verification of degree will be required for all candidates at the time of interview for all candidates.

This position may be filled as a traineeship. The salary listed above applies to candidates appointed to Administrative Specialist 1, SG-18. The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $42,986 and for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $71,980 based on annual performance advances.
