Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent competitive status as a Health Systems Specialist 1 (EMC), G-18 or NYS employee with one year of permanent or contingent-permanent, competitive service as a Health System Specialists 1 (EMC)
Provisional appointment: New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT – Intermediate (AEMT-I) certification; and four years of administrative experience in an EMS program. Administrative experience includes work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.
Substitution: EMS experience in an ambulance service, or advanced support-first response service, may be credited on a month-for-month basis for up to two years of the required experience. College study may be substituted for up to 2 years of the required experience at the rate of 30 credit hours for 1 year of experience.
Experience in a secretarial or clerical position will not be considered qualifying. Clinical and administrative experience in an institutional or other non-pre-hospital setting such as an emergency department, hospital, urgent care facility, or medical office will not be considered qualifying.
Preferred Qualifications: Instructor experience; EMS leadership experience; Policy and Response planning experience
Duties Description The Health Systems Specialist 1 (Emergency Medical Care) will be expected to, under minimal direct supervision, independently perform a wide variety of tasks including but not limited to: conducting ambulance service inspections, audting course sponsors and inspecting Part 18 mass gathering events; investigating complaints against EMS providers, course sponsors and ambulance services; reviewing and processing certification applications; developing policies related to any of the aforementioned; working on emergency preparedness and response initiatives; and attending Regional and State EMS Council meetings. The HSS 1(EMC) may also be, during times of disaster, deployed to affected locations anywhere in NYS, and to State, regional or local Emergency Operations Centers (EOCs). Additionally, the incumbent may also be required to review data gathered regarding EMS responses and other reporting related to specific syndromes, system utilization and quality of patient care delivered in order to monitor system performance and arising EMS issues. The HSS 1 (EMC) may be assigned to work within the Operations, Investigations, Education and/or Emergency Preparedness Sections based upon Bureau operational and staffing needs.
