Minimum Qualifications Qualifications/Skills:
• Bachelor’s degree or equivalent work experience is required;
• Demonstrated qualitative and/or quantitative research abilities;
• Advanced Excel experience (pivot tables, vlookups, conditionals);
• Experience with scripting, querying or statistical programming (SQL and/or Python preferred);
• Excellent oral, written, and presentation communication skills;
• Ability to communicate technical concepts and results to a non-technical audience;
• Organized, sound judgement, attuned to detail, and curious, with the ability to self-manage priorities and competing deadlines;
• Ability to work collaboratively as a member of a team and independently; and an
• Interest in public policy and social/economic justice.
Candidates with experience in any of the following are preferred:
• Housing, mortgage or related data;
• Building consumer oriented financial calculators or tools;
• Dashboards and other visualizations tools;
• Salesforce integrations; and
• Obtaining data from API’s, web-sites, PDF’s or other difficult sources.
Duties Description Multiple Positions Available, Applicants Must Have Immediate Availability
The New York State Office of the Attorney General (OAG) is seeking to hire Data Analysts for its Homeowner Assistance Fund Mortgage Enforcement Unit (MEU), a 12-month initiative created to support New York State’s distribution of Homeowner Assistance Funds (HAF). The MEU will review HAF applications to assess whether mortgage servicers are complying with federal and state requirements and have exhausted available mortgage modification options. The MEU’s goal is to ensure that New Yorkers receive the relief necessary to save their homes, and that HAF funds are distributed equitably and efficiently to New York State homeowners.
The Data Analysts will be involved with all aspects of designing and implementing the grant application review process, including creating and maintaining data analysis tools to facilitate the application review process for other team members. The Data Analysts will be responsible for monitoring project metrics concerning grant reviews and approvals. The Data Analysts will also create a system to analyze trends in mortgage servicing and measure compliance with federal and state COVID-relief requirements based on data acquired during the grant application review process. These are exclusively remote positions requiring full-time teleworking for the duration of the employment term. Candidates will need to have access to a reliable computer, a secure internet connection and a phone.
Responsibilities of the Data Analysts will include, but not be limited to the following:
• Developing an understanding of the various mortgage modification programs, as well as the calculations and data analysis used to determine eligibility for the various programs;
• Analyzing and reviewing the Common Data File (CDF) that mortgage servicers will use to submit data to the OAG;
• Developing data analytics tools (such as mortgage modification calculators) that can be used to import CDF data and assist with the review of individual grant applications;
• Building systems to collect and synthesize data in order to monitor trends in the application review process;
• Conferring with parties outside the OAG to develop data sharing protocols;
• Assisting other project team members with preparing data analysis, reports and presentations during the application review process, including communicating data in an understandable and compelling format; and
• Providing timely responses to follow-up questions from OAG employees.
Additional Comments The salary range for the 12-month term is $58,000-$65,000. The final salary will be determined after a complete review of the selected candidate’s qualifications. Extension of the employment term for an additional six (6) months may be possible, but is not guaranteed.
