Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable list does not exist a provisional appointment may be made. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list to be considered for a permanent appointment to the position.

The minimum qualifications for taking the Promotional examination are:

You must be a qualified employee of the New York State Department of Transportation and have had three months of permanent competitive or 55-b/55-c service as a: Railroad Inspector (Motive Power and Equipment), Railroad Inspector (Track), Railroad Inspector (Operating Practice), Railroad Inspector (Hazardous Materials), Railroad Equipment Inspector, or Railroad Track and Structure Inspector.

The minimum qualifications for taking the Open-Competitive examination are:

Six years of professional work experience in any one or more of the following areas: management or operations of rail, commuter rail, subway, or light rail systems; design or construction of rail, commuter rail, subway, or light rail capital projects; or analysis of rail, commuter rail, subway, or light rail system organization and operations improvements. This experience must have included at least one year of rail, commuter rail, subway, or light rail systems accident investigation and analysis.

Non-Qualifying Experience: The following are examples of types of experience that will not be considered qualifying for this examination: train engineering and conducting, related maintenance and mechanical work, dispatching, clerical and engineering technical level work.

Duties Description Duties include, but are not limited to:
Perform oversight activities to ensure carriers and/or rail transit agencies comply with the applicable State and Federal Regulations and the State Safety Oversight Program Standard.

Monitor rail transit operations including operating procedures, accident investigation procedures, maintenance plans, training plans and hazard management corrective actions.

Collect data to identify trends and issues about rail and rapid transit safety.

Assist with on-site compliance reviews and safety audits of rail transit agency property, rail transit vehicles, and rail operations.

Attend and participate in rail transit meetings, audits, and reviews.

Perform investigations to identify hazards, deficiencies, and vulnerabilities of rail fixed guideway system operations and infrastructure.

Assist with data collection to track and analyze operations/incidents and safety compliance in collaboration with federal, state, and local agencies.

Receive phone notifications of railroad accidents that may require responding to the scene of an accident after normal work hours.

Conduct investigations about collisions, derailments, and other accidents on railroads and rail rapid transit to determine probable cause and prepare reports of the findings.

May supervise staff by making assignments, evaluating performance, and reviewing and approving work.

This position requires travel within the assigned territory and may require out of state travel for required Federal Transit Authority (FTA) training.

Responsibilities also may include participating within the Incident Command System to support the department’s response to regional and statewide emergency situations.

The selected candidate must pass a physical/medical examination prior to appointment.
