Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Educational Planning and Evaluation.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Associate in Educational Planning and Evaluation. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55 b/c service as a Veterans Education Program Representative 3. Candidates must also possess a master's degree AND four years of experience in the field of education or in public administration. Two or more of the four years must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, and/or educational program budget planning. Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Associate in Educational Planning and Evaluation if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-24 or higher AND have standing on the Associate in Educational Planning and Evaluation eligible list.

55 b/c Appointment: This position is eligible for 55 b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55 b/c eligibility letter.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a master's degree AND four years of experience in the field of education or in public administration. Duties Description The New York State Education Department’s (SED’s) Office of Education Policy is seeking candidates for an Associate in Educational Planning and Evaluation position in the Office of Student Support Services. The incumbent of this position will coordinate the development, implementation, management, and evaluation of mental health education programs and services to students and their families. As the Coordinator of SED’s Project AWARE (Advancing Wellness and Resiliency in Education) grant awarded by the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA). Duties of this position include, but are not limited to, the following:

• Oversee the work of the on-site local education agency (LEA) Community Project Managers;
• Provide project leadership, strategic planning, and decision-making in collaboration with the NYSED Project Director and the Project AWARE Management Team;
• Partner with the Office of Mental Health (OMH) Project Co-coordinator and LEA Community Project Managers regarding the establishment of new LEA policies, programs, and services, as well as changes to existing LEA policies, programs, and services to support the development, implementation, and sustainability of mental health education, awareness, prevention, and intervention services for students and their families;
• Ensure only services or practices that have a demonstrated evidence base and that are appropriate to the population(s) of focus are funded;
• Participate in the evaluative and collaborative networking of Project AWARE cohorts facilitated by SAMHSA and build strong partnerships with OMH to oversee Project AWARE, and in partnership with local community mental health treatment provider agencies, build and develop Systems of Care within the three selected LEA communities;
• Develop materials and guidance regarding mental health and well-being to be used with schools statewide to promote mental health and wellbeing education, awareness, identification, and intervention services as necessary supports for the success of students and their families
• Provide written or oral technical assistance, including training, to districts, participating schools, local education agencies, other public or private agencies, professional groups, or families;
• Arrange or conduct meetings, conferences, or workshops;
• Conduct technical assistance and/or monitoring site visits; and
• Represent SED on appropriate committees or meetings to advance mental health education services and supports for students, schools, and families.


Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or temporary provisional appointment. Provisional candidates must take the examination for Associate in Educational Planning & Evaluation when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. Statewide travel and/or telecommuting required (at least 50% of assignment).

* Leads to a maximum salary of $105,681 based on annual performance advances.
