Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Under the supervision of higher-level staff, the incumbent of this position will provide support to Region 11’s Planning and Program Management Groups. The office is responsible for the delivery of the Five-Year Capital Program, Local Program Administration and Emergency Relief efforts, Project Development, Inter-Agency Coordination, Data Collection, and Transit/Transportation Demand Management. It is expected that the selected candidate be proficient in the Microsoft Suite of Products.

Duties may include, but are not limited to:

• Assisting with Capital Program building, updating, and
monitoring, including PSS/ OPPM, and P6 activities
• Emergency Relief Program Administration, including
assisting with:
o Review and approval of DDIR’s
o Working with outside agencies to develop State Local
Agreements
o All aspects of billing and tracking
• Assist in review of Planning and Program Management’s
manuals and procedures.
• Assist with MPO related activities which may include the
development of regional and local transportation planning
efforts.
• Periodic field work to support different efforts within the
office including, but not limited to data collection, HPMS
collection(s) and site visits

• Assist with data needs and technical analysis
• Review and evaluate project plans and proposals to ensure
compliance with NEPA and all other federal regulations
• Serve as a point of contact for multiple complex
preliminary highway design reviews for both local agencies
and private developers
o Maintain supporting/tracking documents for various
local projects
• Support Project Development Unit efforts including
compiling and organizing data, documenting conditions,
issues and problems for highway improvement projects,
and assisting in meeting preparation and coordination
• Participate in Transportation Demand Management
activities as directed by supervisor; including attending
meetings as needed, reviewing contract submissions, and
working with the consultant team to come up with regional
based solutions
• Prepare findings for supervisors, including
recommendations and alternatives, demonstrating the
rationale for conclusions and recommendations in final
format

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations
