Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Administrative Specialist 1 OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law OR in a title G-16 or above appropriate for transfer under Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Also open to NYS employees in a title designated appropriate for Section 70.1 transfer to the title of Administrative Specialist Trainee 1 or Administrative Specialist Trainee 2.
Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher who have standing on the PCO or PMI eligible lists, or who have a bachelor’s degree and are active on the PATT eligible list may be eligible for transfer under the provisions of Section 70.4 of the Civil Service Law.
Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55-b/c program must possess a bachelor's degree to meet the education qualifications. Salary range above applies to candidates appointed to Administrative Specialist 1, G-18. The hiring rate for candidates appointed to Administrative Specialist Trainee 1 starts at $42,986 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Administrative Specialist 1 upon the successful completion of a two-year traineeship.

Duties Description The Administrative Specialist 1 will be assigned to the Project Management Office (PMO) within the Chief Portfolio Office (CPO), and will support the PMO Director and PMO Leads. The incumbent will primarily be responsible for the preparation of reports to be used by various review boards as part of the Portfolio and Project governance processes, tracking of budgetary information, management and reporting from the data sharing environments for PMO data including SharePoint and ITSM ServiceNow, as well as to supplement other PMO staff. Duties include, but are not be limited, to the following:
• Assist in managing and reporting the annual and monthly statuses and budgets for Portfolio projects and discuss and clarify proposals with program managers.
• Obtain and develop information to plan, prepare, and justify proposed and projected expenditures, answer questions and provide information to the Enterprise CPO, PMO, and Portfolio customers.
• Monitor and track the ServiceNow portfolio to ensure timely and complete update by project managers.
• Prepare the project portfolio dashboard for executive management review and manage office support activities.
• Manage central files, printing, inventory, mail, and other support operations for the PMO.
• Support the SharePoint data sharing site which is used extensively to share information throughout the PMO and supported Portfolios.
• Prepare and revise work methods and procedures.
• Conduct studies to determine the efficiency and effectiveness of work methods, and procedures related to Project Management.
• Prepare procedures to describe, revise, and control work activities, and compile data and prepare reports and recommendations about work problems.
• Monitor and implement record-keeping systems and controls for artifacts such as Information Technology Investment Requests (ITIRs), Project Change Requests, Scope Statements and Status Reports.
• Conduct special studies and research about issues and programs and prepare reports and recommendations.
• Prepare written materials, including brochures, reports, and other material, about programs.
