Minimum Qualifications Five (5) years of experience in a computer science field, at least one year of which is in design, development, and implementation of front-end applications. At least one year of experience in Creating and using complex SQL statements and using TFS as a source code repository.

The following degrees may substitute for the general experience as indicated:
• Associate degree including 15 semester credit hours in computer science and two years of experience.
• Bachelor’s degree including 15 semester credit hours in computer science and one year of experience.


Preferred Qualifications:
• Experience with disseminating complex government processes and transactions for online usability and comprehension, including topics such as human resources, procurement, contracting, finance, licensing, or regulations.
• Proven ability to write for varied audiences using plain language standards.
• Experience in Website content authoring and editing in Drupal content management system.
• Knowledge of User Experience (UX) design principles and methods.
• Proficiency in Google website analytics.
• Experience in Adobe Creative Cloud applications including InDesign, Photoshop, and Acrobat Pro.
• Expertise in using social media applications for government communications, including Facebook, Twitter, Instagram, YouTube, LinkedIn, and social media management platforms such as Hootsuite.
• Though not required, bilingual candidates who meet the minimum qualifications are also encouraged to apply.

Duties Description Under the direction of an Information Technology Specialist 4, SG 25, within the Chief Technology Office, Environment, Energy, and Transportation Section, the incumbent will serve as the Project Assistant of DMV Business Solutions DMV Operations, Vehicle Safety, and License Processing systems.
Specific duties include, but are not limited to, the following:


o Act as project sub lead to ensure the team completes assigned tasks;
o Assign work to staff and provide target dates;
o Meet weekly with team to review work and gauge progress
o Attend Business Rule meetings to help clarify DMV requirements;;
o Begin drafting functional specification documents based off Business Rules;
o Review programs that will require changes;
o Put together proposals on potential program updates;
o Review proposals with project team;
o Develop design documents and review with project team;
o Develop test plans and review with project team;
o Monitor staff development progress and confirm requirements are met;
o Complete code reviews and provide guidance to staff;
o Ensure coding meets ITS standards and guidelines;
o Provide demos to DMV to ensure the changes meet the project’s requirements;
o Develop and submit test migration packages and form to QA;
o Coordinate with QA to assure programming changes are accurate and meet the business need;
o Coordinate with DMV for user acceptance testing when applications are not tested by QA;
o Coordinate with vendors/external agencies to complete end to end testing;
o Provide support to DMV to ensure their understanding of the project’s updates to the programs;
o Create and maintain system and program documentation that will be used for training;
o Develop and submit production migration packages and form to QA;
o Monitor post implementation and provide management and DMV regular updates;
o Perform full range of supervisory duties.
