Minimum Qualifications MINIMUM QUALIFICATIONS:

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law. 55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

PREFERRED QUALIFICATIONS:

Preference may be given to candidates who have:

• Experience designing and developing responsive design websites;
• Experience building websites meeting WCAG 2.0 Level AA Requirements;
• Experience writing Java web services;
• Served as lead developer of multiple Java applications;
• Experience implementing Continuous Integration;
• Experience using Jenkins;
• Experience using Gradle or Maven; and
• Experience using Git Version Control.

Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for a Manager, Information Technology Services 1 position in the Office of Information Technology Services (ITS). The incumbent of this position will manage the teams responsible for the implementation and support of a multitude of Java web applications which support multiple mission critical program areas. The incumbent will also be responsible for assisting with moving applications into the continuous integration environment and modern code repositories. Duties of this position include, but are not limited to, the following:

• Perform technical design for Java applications and web services;
• Working alongside NYSED Enterprise Architecture and existing technical teams, oversee the technical design and implementation of multiple mainframe modernization projects;
• Ensure all modern applications are leveraging Git for version control and using the standard NYSED development workflow;
• Oversee the development, testing, and implementation of any features written related to the Java applications within the units responsibilities;
• Leverage service-oriented architecture to modernize legacy systems;
• Produce and perform system integration tests;
• Ensure all code has written integration and unit tests, and all code written by developers and subordinates have been thoroughly reviewed and tested;
• Research methodologies and approaches to modernizing legacy systems, including custom code, COTS, and low-code implementations;
• Provide regular status updates to supervisors and NYSED program office; and
• Supervise, mentor, and build technical skill sets of subordinate staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit.
