Minimum Qualifications Employees who possess the following minimum qualifications may apply:

Duties Description DESCRIPTION OF JOB DUTIES:

1. Develop and/or review requests for filling positions, creating new positions, reclassification requests, reallocations, earmark releases, and other staffing and classification matters. Identify staffing needs, confer with program managers to ensure timely filling of positions, participate in the first phase of the interview process, create internal and external job postings, review interview selection factors and interview questions, process personnel transactions, conduct job audits, and participate in the orientation of newly hired employees. Confer with HESC program managers, Department of Civil Service, and Division of Budget representatives to explain and support classification proposals and/or requests for waivers.

2. Monitor and assist employees with conditions of employment (policy and procedures, time and attendance, employee benefits, seniority determinations, etc.), employee leaves, and worker’s compensation. Prepares transactions related to leaves and worker’s compensation for submission to the BSC for processing. Ensures information is accurate and meets all requirements for BSC transactions.

3. Maintain effective procedures to ensure the timely submission of probationary performance evaluations and annual performance reports. Review employee evaluations to identify any problems and to ensure contractual requirements are met. Work closely and develop effective working relationships with program managers and supervisors to address employee performance concerns. Review and conduct agency level panel meetings associated with performance evaluation appeals on behalf of HESC.

4. Collaborate with HESC program managers and supervisors to address labor relations issues and assist with employee relations activities within the parameters of the law and various negotiated agreements. Serve notices of discipline and assist program managers with coaching and counseling.

5. Conduct investigations into potential employee misconduct and/or incompetence by obtaining witness statements, gathering evidence, conducting interrogations, drafting disciplinary charges, and taking other action as needed. Support BHRM in preparation for disciplinary matters, grievance hearings, etc.

6. Review unemployment insurance claims and appear at associated hearings as a representative of the employer.

7. Advise supervisors and employees of applicable rules which affect the appointment, promotion, transfer, reinstatement, or termination of employees and other HR matters, laws, policies or practices.

8. Assist in conducting training for supervisors and/or employees.

9. May assist with the administration of HESC’s Telecommuting Pilot Program. This requires working knowledge of Civil Service title and salary plan, current business needs, and telecommuting guidelines.


10. Confer with program managers, executive staff, employees, and oversight agencies (such as Civil Service, GOER, DOB)

11. May supervise entry level professionals, paraprofessionals, and/or administrative support employees.

12. Assist with or administer Employee Services Unit activities such as Service Awards, SEFA, fitness challenges, etc.

13. Performs other duties as assigned.
