Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 3.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Program Research Specialist 3. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55 b/c service in any of the following titles: Associate in Education Research, Associate Statistician, or Environmental Specialist 2.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated 21 or higher eligible to transfer under Section 52.6 of the Civil Service Law. 55 b/c Appointment: This position is eligible for 55 b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55 b/c eligibility letter.
Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Program Research Specialist 3 position in the Office of Educational Management Services. This Office provides technical assistance to all school districts and BOCES throughout New York State. Duties of this position include, but are not limited to, the following:
• Assist with the development of data systems and other electronic tools to provide technical assistance to school districts and BOCES;
• Analyze district data to assist with resource allocation efforts;
• Conduct research in district financial matters to support policy initiatives and improve cost-effectiveness;
• Provide analytical support for Department initiatives in school finance and state aid to school districts;
• Provide analytical support for Contracts for Excellence program;
• Contribute to the assistance offered to school districts that choose to participate in the School District Review Program (SDRP); and
• Analyze fiscal data such as the Property Tax Report Card, Administrator Salary Report, transportation contracts, etc., which allows districts to operate at maximum efficiency, in order to focus resources in a manner that optimizes student learning.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of coursework and experience will be required at the time of interview for all Eligible List candidates.
* Leads to a maximum salary of $98,372 based on annual performance advances.
