Minimum Qualifications MINIMUM QUALIFICATIONS:

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated salary grade 21 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. Provisional candidates must take the examination for the Institution Steward when it is next offered, and must be reachable on the resulting eligible list to maintain employment. For provisional appointment, candidates must have either:
1. A bachelor's degree in accounting, business administration, business management, economics, marketing, or public administration AND three years of experience in the administration of a business office or program with primary responsibility for all of the following areas: budgeting, personnel, and purchasing. This experience may be in one position or a combination of positions; OR
2. A master's degree in accounting, business administration, business management, economics, marketing, or public administration AND two years of experience in the administration of a business office or a program with primary responsibility for all of the following areas: budgeting, personnel, and purchasing. This experience may be in one position or a combination of positions.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Institution Steward position in the New York State School for the Deaf (NYSSD). The incumbent will assist in the oversight and direction of fiscal, human resources, business management, and administrative operations, and serve as an active member of School Leadership Team. Duties of this position include, but are not limited to, the following:

• Advise and train staff on business, fiscal, and administrative matters.
• Develop, monitor, and manage the annual special revenue expenditure plan for Personal Service, Non-Personal Service, and Federal Grants;
• Manage and monitor purchasing and procurement activities, including receiving and payments;
• Develop and monitor essential contracts and prepare annual capital construction submission;
• Formulate and implement budget requests and develop fiscal plans that are consistent with the NYSSD’s goals;
• Evaluate, develop, and implement internal audit and control procedures for the business office, food services department, maintenance and housekeeping departments, student store, café, print shop and snack bar operations, and for the payroll, personnel, purchasing, and accounts payable functions;
• Develop contacts to serve as resources for all facility operations;
• Provide support and backup in all functions of the business office;
• Supervise and direct the activities of business office staff, food service staff and maintenance; and
• Serve as liaison with SED Central Offices on fiscal, personnel, and business matters.


Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for the Institution Steward when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree or transcripts will be required at the time of interview for all candidates. Fingerprinting through the Federal Bureau of Investigation and the Department of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment. Fees associated with this process are at the applicant’s expense. The work schedule for this position includes hours of Monday through Friday, 8:00am to 4:00pm.
