Minimum Qualifications A law degree from an accredited law school; admission to, and member in good standing of, the New York State bar; and eight years of relevant post-bar experience. Relevant experience is experience in the legal field dealing with issues related to substance use disorder, public health, managed care, integrated care, human services, social services, grant management, contract management, intergovernmental relations, or government or not-for-profit administration.

Duties Description The Counsel serves as principal legal advisor and assistant to the Commissioner of the Office of Addiction Services and Supports (OASAS). Under broad policy guidelines, the incumbent provides legal services and advice to the Commissioner, Executive Team, and other staff within the agency; represents OASAS at judicial and administrative proceedings; provides legal advice and review on grant and contract administration issues; develops legislation to be sponsored or proposed by OASAS; reviews proposed Federal or State legislation affecting substance use disorder programs and services; prepares briefs and other legal documents; reviews incorporation and charter amendments of providers in the substance use disorder system; serves as a liaison with external agencies; participates on workgroups; and works with Audit Services on external audits. The Counsel manages staff assigned to Counsel’s Office, and also renders general guidance to the system of providers overseen by OASAS, such as regarding the rights of clients under law/statutes.
