Minimum Qualifications A bachelor's degree and ten years of progressive experience in Information technology, including:
• Five or more years of senior leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.
• Five or more years of experience in integrating complex cross-corporate data processes and data models, and/or designing strategic metrics and scorecards.

Duties Description The Chief Data Officer will direct the Chief Data Office (CDO) within the NYS Office of Information Technology Services (ITS) to promote transparency, improve government performance and enhance citizen engagement as defined in NYS Executive Order 95. The CDO leads the development and implementation of data policies, including but not limited to the open data handbook, and ensures compliance. The CDO leads the Data Working Group, comprised of members from the State and Local entities in the development of policies to carry out the duties of the Chief Data Office, provides leadership and oversight to statewide data governance initiatives, advising on best practices, defining standards and coordinating with the Chief Technology Officer (CTO), and Chief Information Security Officer (CISO) within ITS to implement or expand the open data website or other systems to facilitate seamless, secure, data sharing among NYS and local entities to improve the operational efficiency of serving the public.
Duties include, but are not limited to:
• Provides the CIO with expert advice in all areas related to enterprise data, data standard setting, intergovernmental data sharing, and state and federal compliance
• Develop polices for safeguarding and governing NYS data assets, this includes but is not limited to the NYS Open Data Handbook.
• Responsible for defining and documenting processes for managing data from acquisition to final disposition to guide data information collection and management to achieve data accuracy and process requirements goals for all internal and external consumers.
• Develops or assists in developing and communicating work procedures, processes, rules, and internal controls.
• Encourage statewide compliance with policies, standard, protocols and best practices.
• Collaborate with the Data Working Group, described in EO95, to identify data sets where the quality and consistency are essential to promoting transparency, improve government performance and enhance citizen engagement.
• Provide routine updates to executive management on priority initiatives.
• Lead the Data Working Group, direct data sharing activities across NY State and local entities, advise executive management on potential risks or compliance with regulatory compliance and serve as the liaison to develop short-term and long-term data publication plans.
• Direct the development of effective data management training to raise awareness for safeguarding data and garner support for following data management procedures, enabling quality data to be available.
• Direct the CDO’s participation as it pertains to ITS and/ or NY State and local entities strategic planning, transformation initiatives, analytics enterprise architecture and operations, procurement services, and the evaluation of internal controls related to data quality or overarching data management.
• Define and manage the budget of the CDO; monitoring and reporting on spending; procuring and managing services related to data management; develop and track performance metrics of the CDO.
• Evaluates proposed and enacted State and Federal Legislation that may impact ITS and/or NYS agencies and may assist in proposing or drafting legislation in partnership with Chief Counsel.
• Provides professional insight to the CIO and CTO about tools, techniques, and best practices shared within the CDO community to improve delivery of Data Services and products to NYS government and its citizens.
• Perform full range of supervisory duties.
