Minimum Qualifications Bachelor’s degree plus three years of experience in the administrative side of a professional arts or non-profit organization, one of which must have been at a supervisory level.

Substitutions: Four years of equivalent work experience may substitute for a bachelor’s degree. A master’s degree may substitute for one year of non-supervisory experience beyond the bachelor’s degree.

Preferred Qualifications:
• Experience working with multiple data systems, large relational databases, and/or SQL. Experience with at least one grants management software is preferred.
• Demonstrated proficiency using Microsoft Office Suite, including Excel and Sharepoint.
• A passion for learning and willingness to adopt and share new ideas as well as work directly on a diverse array of projects.
• Excellent communication skills, with the ability to work with a wide variety of stakeholders.
• Ability to manage and coordinate multiple projects and deadlines simultaneously, with a careful attention to detail.
• Simultaneous ability to work as a member of a team and to work independently, and the ability to function effectively under uncertainty.

Duties Description The Arts Program Associate Grade 23 specializing in Grants Management and Information Technology will perform agency grants administration support. This is a unique opportunity to join the staff of New York State Council on the Arts (NYSCA), an executive agency of New York State.

This position will be based at NYSCA’s offices in Manhattan. Illustrative duties will include:

• Assist senior grants administration and technology staff with support to the executive office on agency initiatives relating to grants management, grants research and reporting, and agency communications to applicants and grantees across all agency grant programs and categories.
• Support the process flow and day-to-day operations of grants management of the agency, including the application, peer review, grant funding recommendation, contracting, payment and reporting processes, through software, databases and other cloud-based state and agency systems. Create and manage data entry, user set up and permissions, forms, workflows, reports and dashboards as needed to support all grant programs and categories of the agency. Monitor and troubleshoot questions and errors. Create and deliver training and materials for stakeholders in the grants process, including all staff, panelists, applicants and grantees.
• Support the grants function of the agency by responding to internal and external requests for grant materials and data request inquiries. Assist staff with preparation of internal and external reports. Prioritize among requests as needed in consultation with executive staff. Assist with grants database processes and cleanup tasks.
• Support the grants function of the agency by serving as the end user support liaison to New York State Information Technology Services support desk for all agency staff on hardware and software configuration requirements, phones, remote and in office network and portal access and website maintenance.
• Support senior staff with critical grants management processes such as preparation of reports and analysis for all stages of the grants process including the following: communications materials; budget projection/preparation; allocation of funds; DOB and OSC grants procurements and disbursement submissions; contract compliance with contracts and payments; financial status reports and reconciliations related to grants.
• Assist senior staff with grants management and information technology-related procurement, policies and initiatives.

Additional Comments Occasional travel for meetings or trainings will be required.
