Minimum Qualifications "Bachelor’s degree and seven years in the development of cross-functional data analytics platforms, program implementation, evaluation and analysis, with demonstrated knowledge or experience designing and implementing analytical assets using large and complex datasets, integrating and validating information collected from various data sources, as well as training and developing junior staff in healthcare analytical skills. Two of these years at a managerial level.

Preferred Qualifications:
In addition to the qualifications noted above, the ideal candidate would have experience designing analytical tools for governmental payers (Medicaid and/or Medicare) with a detailed understanding of payment policy, experience recruiting, developing and managing an analytical team, designing and implementing platforms to inform policy reform, building relationships among diverse stakeholder groups including cross-functional teams, project management (from inception to process improvement), an ability to work independently to develop opportunities that further organizational goals, and translating complex data analyses and data models into policy briefs, educational material and summary documents for stakeholder and management consumption.
Duties Description The Special Assistant will serve as the Director of the newly created Division of Data Services and Analytics and will report directly to the Deputy Medicaid Director in the Office of Health Insurance Programs (OHIP). The new division will be one of ten divisions in OHIP and will centralize activities related to Medicaid data analysis, predictive analytics, data governance and data services in OHIP to improve organizational efficiency and consistency. The incumbent will perform the following duties: collaborate with the OHIP Executive Office OHIP division directors, the Office of Quality and Patient Safety, and other offices or divisions within the Department of Health (the Department) to consolidate data analysis and centralize data services within OHIP; participate and inform strategic planning, policy and decision-making activities, including fiscal impact analyses, through data-informed recommendations for OHIP programs with a statewide impact; collaborate with other agency programs, external stakeholders, and local, State and federal agencies to leverage data to achieve programmatic goals and objectives for the Medicaid program, including opportunities for enhanced program integrity and efficiency; communicate information regarding the division structure, changes or updates in data collection, data governance, processes and systems internally and with relevant stakeholder groups; review and document existing data processes to determine best practices and continuous improvement opportunities; transition functions, resources and staff from existing divisions into new organization structure to make Medicaid operations more efficient and effective; establish new bureaus and reporting lines, conduct recruitment of state and/or contractor staff, and manage division staff and career development activities; review and amend existing contracts involved in the consolidated functions; work with OHIP Divisions to oversee or assist in oversight of relevant data and performance management capabilities for entities under contract with NYS by helping to define deliverables, ensure contract compliance and acceptable performance; and serve as a key performance support member of the OHIP management team, which has the overall responsibility for better care, better population health and lower costs in the Medicaid program.
