Minimum Qualifications TRANSFER: Current NYS employee with one year or more of contingent-permanent or permanent competitive service in a title at or above Grade 27/M-2 and eligible for transfer under Section 52.6 of the Civil Service Law. PROVISIONAL: a bachelor's degree AND six years professional public health experience in a governmental public health agency or public health program that receives funding from a public health governmental agency. Of the six years required experience, two years must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures. The required professional experience must include either: Designing or implementing a public health outreach, promotion, or disease prevention program; OR Conducting disease surveillance or a disease control program. For the purposes of this recruitment, a public health program focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies. Examples of non-qualifying experience include, but are not limited to: providing clinical care in therapeutic health care facilities including public hospitals, physician's offices, supervised community-based settings or home care settings; discharge planning or utilization review; developing treatment plans for patients in community settings; regulatory oversight of health care providers to determine compliance with laws, rules or regulations; reviewing appropriateness of services for insurance companies, Medicare, Medicaid, governmental agencies or other third-party payors; or other experience limited to administrative support of public health programs such as operations management, personnel, staff development, fiscal administration, contract/grant management, budgeting or health care finance is not considered qualifying, nor is the provision of medical services to a fixed population.


Preferred Qualifications:
Possession of a license and current registration as a nurse practitioner or mid-wife in New York State with experience working in perinatal, infant, or reproductive health OR a master’s degree in public health or a related field and progressive experience overseeing large public health program(s) addressing childbearing populations. Experience with equal opportunity and non-discrimination as it relates to under-represented and underserved populations in healthcare. Experience working directly with people from diverse racial, ethnic, and historically marginalized groups and understand the working knowledge of the concepts of institutional and structural racism and its impact on health care delivery to underserved and underrepresented communities. Experience in policy development, regulation development, compliance oversight, and program implementation. At least three years of experience supervising professional staff. Experience working with local, state, and federal agencies, advisory bodies, and other stakeholders including advocacy groups and professional organizations with excellent communication, analytical and organizational skills, and ability to collaborate and coordinate activities across multiple organizational units.

Duties Description This critical leadership position Community Health Program Manager 2 will serve as the Associate Director of the Bureau of Women, Infant, and Adolescent Health (BWIAH) for the Division of Family Health (DFH). The Associate Director will assist in providing leadership, direction, and oversight of the bureau and will report directly to the Director of BWIAH. Responsibilities include but are not limited to : overseeing administrative and programmatic operations of multiple programs including program development, implementation and evaluation; legislative activities; liaise with various local, state and federal agencies and stakeholders; oversee contract management and data reporting and monitoring; and ensure initiatives are implemented in accordance with federal and state requirements. The Associate Director will coordinate closely with the Director on the Governor and Commissioner’s high-profile initiatives to improve perinatal, infant, reproductive and sexual health of priority populations and will represent BWIAH and Department as a spokesperson and liaison as appropriate including delivery of presentations to external organizations. In the absence of the Director, the Associate Director assumes the duties of the Director. Required overnight and day travel, up to 10% may be necessary. Telecommuting (50% per pay period) will be considered. Compressed Workweek will not be allowed.
