Preferred Qualifications:
Preferably an associate or a bachelors degree in field of accounting or business with proficiency in excel and solid knowledge and experience in basic accounting principles, balance sheet, P&L ledgers and similar. Excellent written, verbal and interpersonal skills, strong attention to detail and ability to multi-task . Proficiency in Microsoft Office applications and ability to become proficient in other applications and databases.
Duties Description Working in the Bureau of Managed Care Fiscal Oversight, this position functions as a liaison between managed care organizations (MCOs) and the Department on all issues relating to their fiscal oversight. Specific duties may include: Overseeing timely filing and accuracy of the quarterly and annual financial reporting for managed care plans, including Medicaid Managed Care Operating Reports (MMCORs), Annual Certified Audited Financial Statements and NYS Escrow Fund bank statements submitted by managed care plans. Monitoring the financial condition of managed care plans, including analysis of their financial operations and compliance with financial reporting such as the NYS Escrow Fund, Contingent Reserve and Net Worth requirements for compliance with Public Health Law, regulations and policies. Evaluating management service contracts between managed care plans and contracted vendors. Review and evaluate managed care plan expansions, mergers and acquisitions. Review and evaluate equity transfers, such as dividend requests, asset transfers and surplus note repayments. Coordinate new plan provider number applications and develop HIOS plan IDs for all Article 44 business. Conducting on-site reviews of MCOs financial and operating status, and any additional tasks as may be required
