Minimum Qualifications Permanent Transfer: Current DOH employee with permanent or contingent-permanent status as a Community Health Program Manager 1, M2 OR current NYS employee with one year or more permanent or contingent-permanent service at or above a SG-25 or M1 and eligible to transfer under Section 52.6 of the Civil Service Law. Provisional: A bachelor's degree AND five years professional public health experience in a governmental public health agency or public health program* that receives funding from a public health governmental agency. Of the five years required experience, two years must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures. The required professional experience must include either: Designing or implementing a public health outreach, promotion, or disease prevention program; OR Conducting disease surveillance or a disease control program. * For the purposes of this exam, a public health program focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies.

Preferred Qualifications: Master's degree in Public Health, Public Administration or a related field; professional work experience related to the management of a large statewide program, knowledge of immunization recommendations and vaccine preventable diseases; a strong information technology background, significant experience with program planning, implementation and evaluation. Preferred candidate should evidence a strong understanding of state government management processes, including fiscal, legislative and personnel, and possess excellent organizational and communications skills.

Duties Description The Community Health Program Manager 1 will serve as the Director of the Vaccine Program, with focused attention to oversight of policy and compliance activities for the Vaccines for Children (VFC) and Vaccines for Adults (VFA), and COVID-19 Vaccination programs. Duties will include but may not be limited to: Program Planning & Implementation/Policy Development, Contract Management/Program Evaluation, Quality Assurance/Improvement & Supervision.

Additional Comments Contingent-Permanent transfer OR Provisional. If appointed provisionally, candidate must take the next Community Health Program Manager 1 (M2) Civil Service examination, and be immediately appointable from the resulting eligible list in order to maintain employment. Occasional travel, including overnights and travel to areas that may not be served by public transportation, is required (10%).
