Minimum Qualifications Promotion: one year of permanent service as a Quality of Care Facility Review Specialist 1

Non-Competitive: Bachelor’s degree or license to practice as a Registered Nurse in New York State, AND three years of experience* working in any of the following, or combination of the following: a New York State Office of Mental Health, Office for
People With Developmental Disabilities, Department of Corrections and Community Supervision, Office of Children and Family Services, Department of Health, State Education Department or Office of Alcoholism and Substance Abuse Services licensed or supervised facility covered under the jurisdiction of the NYS Justice Center for the Protection of People with Special Needs; investigating complaints and allegations of abuse and neglect of persons receiving care from a facility or provider covered under the jurisdiction of the NYS Justice Center for the Protection of People with Special Needs; a medical facility; a child protective services organization; or as a professional advocate or service provider in the field of rehabilitation, developmental disabilities, or mental health.

*A master’s degree in a human services or health-related field may be substituted for one year of the required experience as described above for all titles.

Note: Experience obtained working in state agencies or programs outside of New York State that are similar or equivalent to the agencies listed above may be considered qualifying experience for all titles

Preferred qualifications:

Bachelors’ degree in criminal justice, social work, mental health counseling or related field.
Experience providing mental health care or assessing the quality of mental health care provided in a correctional setting.
Experience with assessing compliance with legislative mandates within state run entities, specifically OMH or DOCCS.

Supervisory experience preferred.

Duties Description Under the Direction of a QCFRS 3 and other supervisory staff, the QCFRS 2 will serve as part of the leadership team assisting with the implementation of Justice Center oversight and compliance responsibilities related to HALT legislation. Duties will include, but are not limited to:

•In coordination with other members of unit Leadership, use data and trends to identify unit priorities and direction.
•Assist with the creation of unit policy and protocols and training materials.
•Recruit, train, and supervise SG 18s, student assistants, and Legal Assistant.
•Review and edit work drafted by SG 18s.
•Apply expert knowledge and clinical or DOCCS expertise to determine compliance with requirements under legislation as well as quality of care.
•Lead or participate in on-site individual and systemic reviews of programs within NYS correctional facilities operated by the NYS Office of Mental Health and Department of Corrections and Community Supervision.
•Conduct interviews with incarcerated individuals, request and analyze clinical records, and use available data to gather information related to the quality of the mental health care and compliance with HALT legislation.
•Prepare written narrative reports to document findings, quality of mental health care provided, and recommendations.
•Coordinate and assist with investigations with other state operating agencies and bureaus as required.
•Coordinate and participate as a lead member in meetings, training and work groups with other state agencies and stakeholders as needed.
•Assist in the unit in its transition to using the VPCR for maintaining data and producing needed reports.

Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:

•Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
•Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
•Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
•Centralize and perform functions relating to criminal history background checks.
•Investigate serious allegations of abuse and neglect.
•Prosecute criminal acts of abuse and neglect.
•Analyze abuse patterns and trends in order to prevent future occurrences.
