Minimum Qualifications Bachelor's degree in Biology, Public Health, Epidemiology, Statistics/Biostatistics or a related field, and three years of post-degree professional research experience in the appropriate field; OR a master’s degree in one of the above fields and two years of post-degree professional research experience in the appropriate field; OR a doctoral degree in one of the above fields and one year of post-degree professional research experience in the appropriate field.

Duties Description Under the direction of a Research Scientist 3, the incumbent of this position will be involved in the study of the effects of cannabis legalization across a variety of metrics ranging from traffic safety to addiction, as well as analysis of metrics for the medical cannabis program and hemp CBD program. The incumbent will support the public health components of the cannabis legalization including conducting literature reviews, analyzing policy options, and data analysis to assess key metrics and indicators to monitor trends.

Duties include, but are not limited to:

• Perform all aspects of project management, including project planning and research design, identification of data sources, cleaning, analysis and interpretation of data, report writing and coordination with and of the project team.
• Prepare summary reports for internal review and presentation to the public.
• Assist OCM in the establishment of data use agreements and policies and procedures for the release of data to the public.
• Participate in problem definition, planning, and execution of surveillance and research.
• Identify gaps in cannabis data analysis and surveillance and works towards solutions to address these gaps.
• Assist with study design and implementation of new OCM led studies and surveys.
• Participate in the development, implementation, collection, processing, and analysis-of data sets and databases.
• Collect, organize, and evaluate project-related data.
• Analyze data and interprets results including development of SAS programs, data cleaning, and data analysis. Clean and analyze large data sets.
• Make recommendations on the most effective practices, data and analytics.
• Support rapid and ongoing response efforts on unanticipated public health crises related to cannabis.
• Participate in interagency working groups to coordinate data analysis and collection on cannabis related metrics and data monitoring activities.
• Perform literature searches related to the impacts of cannabis legalization across domains, focusing on public health outcomes and indicators.
• Research policy alternatives and compile policy memos and briefing documents.
• Plan, coordinate, and conduct research on projects as directed by supervisors.
• Collaborate with other Research Scientists within OCM and across state agencies to compare and evaluate the impact of cannabis policies and programs based on available data.
• Plan and organize projects assigned for analysis and study.
• Other duties as assigned.
