Minimum Qualifications Bachelor's degree in Biology, Public Health, Epidemiology, Statistics/Biostatistics or a related field, and four years of post-degree professional research experience in the appropriate field; OR a master’s degree in one of the above fields and three years of post-degree professional research experience in the appropriate field; OR a doctoral degree in one of the above fields and two years of post-degree professional research experience in the appropriate field.

Duties Description Under the general direction of the Deputy Director for Public Health and Campaigns, the incumbent of this position will perform research, analysis, and assist with the development of the Office of Cannabis Management’s public health policy recommendations. The incumbent will play a key role in conducting research and analysis on the State’s cannabis data monitoring activities, and public education and health campaigns.

Duties include, but are not limited to:
• Perform all aspects of project management, including project planning and research design, identification of data sources, cleaning, analysis and interpretation of data, report writing and coordination with and of the project team.
• Prepare reports, presentations, posters, tables, charts and graphs; and works with senior staff to draft manuscripts for publication in scientific journals based on analyses.
• Coordinate with senior staff, agency partners, and external partners to develop and implement statewide coordinated public health and education campaigns utilizing public health best practices.
• Make recommendations to senior staff on the most effective data and analytics practices.
• Assist OCM in the establishment of data use agreements and policies and procedures for the release of data to the public.
• Participate in problem definition, planning, and execution of surveillance and research.
• Participate in the development, implementation, collection, processing, and analysis-of data sets and databases.
• Implement, review and conduct analyses on surveys and assist with survey design and implementation regarding cannabis use in New York State, working with state agency and external partners to do so.
• Collect, organize, and evaluate project-related data.
• Analyze data and interpret results including development of SAS programs, data cleaning, and data analysis. Clean and analyze large data sets.
• Track, evaluate, and provide analyses of relevant campaigns, policy initiatives, and projects influencing public health and safety related to cannabis.
• Support rapid and ongoing response efforts on unanticipated public health crises related to cannabis.
• Review, analyze, implement, monitor, and report on legislative, budgetary or program initiatives which affect the State’s cannabis public health policies and programs.
• Plan, coordinate, and conduct research on projects as directed by supervisors.
• Serve as a subject matter expert on issues of public health and safety in the cannabis industry. Provide comprehensive and clear analysis of complex issues related to cannabis public health efforts.
• Collaborate with staff and stakeholders to identify State regulatory actions that may impact vulnerable populations.
• Support drafting of reports, summaries and presentations to senior staff, members of the Cannabis Control Board, the legislature, and other organizations on Office of Cannabis Management programs.
• Collaborate with other Research Scientists within OCM and across state agencies to compare and evaluate the impact of cannabis policies and programs based on available data.
• Coordinate multiple, concurrent assignments on multi-faceted research projects.
• Perform a full range of supervisory functions.
• Other duties as assigned.
