Minimum Qualifications MINIMUM QUALIFICATIONS:

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Director of Professional Licensing. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to M-4 or higher eligible to transfer under Section 52.6 of the Civil Service Law. 55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a master’s or higher degree in one of the following subject areas:

• Education
• Public Administration
• Educational Administration
• A field subject to professional licensure by the State Education Department***

AND Either

1. Seven years of full-time managerial experience in higher or professional education;

2. OR Seven years of full-time managerial experience in one of the professions licensed by the State Education Department in which you were an administrator of an educational program that qualifies for licensure in one of the professions licensed by the State Education Department pursuant to Title VIII of the Education Law;

3. OR Seven years of full-time managerial experience as an administrator in a program for the development, revision or critical evaluation of professional education curricula; or experience as an administrator of a regulatory program or programs. Three years of the seven years of managerial experience must be in a leadership position with responsibility for developing and implementing policy, defining goals, and planning and directing the work of others in activities designed to accomplish these goals;

OR

One year of permanent competitive or 55-b/55-c service as a Chief Bureau of Doctoral Program Review, Chief Bureau of Comparative Education, Chief Bureau of Professional Career Opportunity, Assistant Director of Professional Licensing, Supervisor of Higher Education Programs, Supervisor of Professional Education Programs, or Professional Assistance Program Coordinator.

Duties Description The New York State Education Department’s (NYSED) Office of Professions (OP) is seeking candidates for a Director of Professional Licensing position in the Division of Professional Licensing Services. Under the direction of the Assistant Commissioner for Licensing and Professional Practice, the Director of Professional Licensing is the lead manager in the issuance of credentials that authorize practice in the 50+ professions included in Title VIII of State Education Law. Duties include, but are not limited to:

• Plan, direct and coordinate the work of the Division of Professional Licensing Services, which includes the licensing of approximately 60,000 new professional licensees each year, the annual registration of approximately 325,000 licensees, and the issuance of limited permits;
• Lead a staff of approximately 90 and ensure that laws, regulations, and policies are followed;
• Oversee the lawful formation and registration of professional practice entities;
• Administer OP created licensing examinations;
• Manage the annual collection of licensure and registration fees;
• Oversee effective customer services operations, including the response to over 100,000 monthly customer contacts;
• Provide direction and recommend improvements for licensing policy to promote public protection and effective and efficient professional licensing; and
• Assist OP with the implementation of OP’s Modernization Project and assist in the design and implementation of technology solutions to improve the customer experience, as well as back-office processing.


Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Director of Professional Licensing when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

* Leads to a maximum salary of $157,338 based on annual performance advances.
