Duties Description Under the direct supervision of the Human Resources Specialist 2, the Human Resources Specialist Trainee will perform a wide range of personnel activities across all New York State Homes and Community Renewal (HCR) payrolls (DHCR, HTFC, SONYMA, HFA, AHC) such as: recruitment, position classification, placement and employee services for the purpose of staffing, and developing and maintaining an adequate and complete work force. Travel to NYC area and to Western NY State will comprise up to 25% of time in office.
Illustrative duties include:
• Oversight of assigned program area's recruitment plan, including identifying staffing needs, conferring with HCR managers to discuss and plan those needs, advertise and post positions, establish relationships with recruitment sources and consult with potential applicants to answer questions on job opportunities;
• Assist in developing and maintaining a classification plan for HCR, designed to achieve Agency goals, including the review of organizational relationships on existing positions and organizational structures, conducting pertinent audits and studies, developing appropriate classification recommendations, reviewing requests for new positions, reclassifications, reallocations, earmark releases, and review tentative classification standards;
• Conducting employee-oriented services (i.e. employee/supervisory relations, employee insurance, benefits and leave programs, employee probation and evaluation, employee counseling);
• Develop and maintain HCR's examination program under the guidance of the Department of Civil Service, including the review of eligible lists and examination schedules, evaluation of existingand anticipated staff requirements to identify critical examination considerations, assist in drafting examination announcements, and participate in scope conferences; • Confer with agency program managers and Department of Civil Service representatives to assist in resolving critical needs; frequent interaction with service agencies and outside entities (e.g. the Business Services Center, the Department of Civil Service, the Division of the Budget, the Governor's Office of Employee Relations, etc.);
• Advise program managers, supervisors and employees on applicable laws, rules, directives or negotiated agreements that affect the appointment, promotion, transfer, termination or salary of employees;
• Conduct canvasses of eligible lists and arrange for appropriate program supervisory participation in employment interviews; coordinate interview schedules for candidates relative to filling all program vacancies; conduct orientation sessions for new and transferring employees;
• Attend pertinent training sessions and workshops (may participate in training staff);
• Review and update assigned sections of the employee handbook;
• Oversee the administration of time and attendance rules and various leaves;
• Conduct studies designed to gather and evaluate information which may be used by HCR Management to solve a problem or to improve HCR's personnel program; prepare various personnel reports and related correspondence.
