Minimum Qualifications 1. Seven years of experience in equal opportunity, diversity and inclusion, or human rights. Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.
Substitutions: Associate degree may substitute for two years of the non-supervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.

2. One year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.
Duties Description Reporting to an Associate Director Human Resources 1, the Equal Opportunity Specialist 2 will coordinate the implementation of diversity and inclusion, and equal opportunity activities at NYSIF. The Equal Opportunity Specialist 2 will evaluate the effectiveness of existing programs and work to develop new programs at the agency. This position will also focus on the improvement of the administration and tracking of programs such as Reasonable Accommodations and telecommuting. Duties include, but are not limited to:
• Assist NYSIF’s Designee for Reasonable Accommodations with processing applications and issuing determinations on requests for reasonable and religious accommodations pursuant to federal and State laws; identify and implement techniques for timely processing of requests.
• Coordinate the implementation of diversity and inclusion, and equal opportunity initiatives; advise agency management on methods to articulate and achieve agency goals and objectives.
• Analyze data and produce reports related to agency diversity and inclusion, and equal opportunity programs.
• Train agency employees on equal opportunity issues related to employment, and provision of services.
• Review personnel actions such as hiring, promotion, and termination to ensure fairness and equity. Coordinate with other personnel staff to generate and review reports.
• Participate in examination planning and candidate sourcing meetings to make sure that equal opportunity is considered in agency selection process.
• Coordinate and serve as main point of contact for diversity and cultural programs and events. Work with other agencies and/or attend other agency’s events for ideas to mirror at NYSIF.
• Represent the agency at events on diversity and inclusion, and equal opportunity.
• Coordinate with other agency Departments to obtain data and complete a variety of annual and ad hoc reports as required by the Governor’s office.
• Complete ad hoc reports as requested by the Department of Civil Service.
• May supervise HR Specialist 1 positions and/or other administrative staff.
• Other duties as assigned.
